[Amended 9-6-1988 by Ord. No. 105; 5-3-2005 by Ord. No.
250]
A. The applicant shall construct streets and other improvements from the lot or lots to be developed, subject to the provisions of §
155-4B. The work shall be performed in strict accordance with the approved plan and Township standards and specifications or the applicable provisions of the Pennsylvania Department of Transportation. No plat shall be recorded until the applicant has provided for deposit with the Township of a security in an amount sufficient to cover the cost of any required improvements. No improvements shall be approved and/or accepted until the applicant has completed them in accordance with the conditions of final approval.
B. Whenever a plan provides for the construction and installation of new streets and other improvements, or, for the revision, reconstruction or improvement of existing streets or other improvements, and a waiver from such requirement is sought by the applicant pursuant to §
155-14A, applicant shall make such request in writing accompanied by a complete breakdown of the quantities and estimated current costs for the construction and installation of the improvements requested to be waived. In considering whether or not to grant or reject the requested waiver, the Board shall consider the cost to the Township of installing such improvements at a future date and may require a payment from the applicant to the Township in an amount deemed sufficient to defray such costs. Such payments in lieu of construction shall be used by the Township for the construction and installation of similar improvements within the Township.
All water, gas, electric and other pipes and
conduits and all service connections or laterals shall be laid to
the full width of the ultimate right-of-way, where the need therefor
can be reasonably anticipated, before streets are paved. The arrangements
for said service connections or laterals shall be the responsibility
of the subdivider, developer or builder.
