There is hereby established a Recreation Board in and for the Borough. The Board shall consist of seven persons to be appointed by Council for such terms as shall permit no more than two terms to expire in any one calendar year.
The members of the Recreation Board shall be appointed by Council for terms of five years, in such order that at least one member's term shall expire annually. The aforesaid appointments for a specified term notwithstanding, a Board member may stay in office until a successor qualifies or is appointed, or Council may remove any member of the Board, at the pleasure of Council.
The members of the Recreation Board shall serve without pay. Vacancies in the Board, occurring otherwise than by expiration of a term, shall be filled by Council for the unexpired term in the same manner as the original appointment.
The Recreation Board shall elect its own Chairperson and Secretary and any other officers deemed necessary, to serve for a period of one year.
Council may establish the position of Director of Recreation, who shall serve as the administrative officer of the Recreation Board. He or she shall be directly responsible to Council and report to the Borough Manager. Unless another individual is appointed as Director of Recreation, the Borough Manager or his or her designee shall be the Director of Recreation for the Borough.
The Recreation Board, at such times as directed by Council, shall annually submit for approval to Council a proposed budget for the ensuing year, setting forth all proposed expenditures and programs. Council, in its discretion, may amend, approve or disapprove the proposed budget. The Recreation Board shall not in any manner obligate the Borough for the payment of any municipal funds until the same are appropriated by Council.
The Recreation Board shall coordinate and develop athletic, cultural and recreational activities for the Borough subject to the provisions of § 6-16.
