The President of Council and the Borough Secretary are hereby authorized and directed to enter into a mutual aid agreement with adjacent municipalities wherein the Borough and each municipality signatory to the agreement shall authorize police of each participating municipality to answer calls, provide protection and services and make arrests in another participating municipality, when requested to do so, in the same manner and to the same extent as they would in their own municipality.
The primary duty of the Borough is to provide adequate police protection within its own geographical boundaries, and compliance with requests for police assistance by another participating municipality shall be voluntary and not compulsory for the Borough.
The extent of any police aid furnished by the Borough for another participating municipality shall be determined solely by the Borough, and such aid may be recalled at the discretion of the Borough at any time.
All Borough police personnel who are furnished to aid other municipalities shall work so far as possible under their own supervisors and/or superintendent, and the equipment furnished shall, to the extent possible, be operated solely by the personnel of the Borough at all times.
The Borough shall not be required to pay any charge or compensation to other parties to the agreement for services rendered under such agreement. Services performed or expenditures made by the Borough while furnishing mutual aid under such agreement shall be deemed to be for the direct protection and benefit of the inhabitants and property of the Borough.
Any police officer of the Borough furnishing aid to another participating municipality shall at all times remain the employee of the Borough, and the Borough, at all times, shall be responsible for such officer's wages, workmen's compensation insurance and all other benefits to which such officer may be entitled. The Borough shall also be responsible for all other duties and responsibilities pertaining to such police officer's employment.
The Borough shall have the right to withdraw from the mutual aid agreement upon 30 days' written notice to each of the other participating municipalities.
