The following are established as the permit lots and the hours when permit use is allowed in metered parking lots operated by the Borough:

A. 
Council, at its discretion, may provide, at convenient and suitable locations in any of the permit or nonmetered parking lots, reserved parking spaces for handicapped persons, and shall designate those spaces by appropriate signs. No person shall park a vehicle in any such reserved parking space unless that vehicle bears or displays either a handicapped registration plate, a handicapped parking placard, a disabled veteran registration plate or a disabled veteran placard.
B. 
All provisions, requirements and restrictions contained in the other sections of this article shall apply to vehicles lawfully parked in reserved parking spaces for handicapped persons.
No person shall park a vehicle or allow a vehicle to remain parked in any permit or nonmetered parking lot:
A. 
For longer than the maximum parking time prescribed by § 285-64; or
B. 
At any time when the lot is not in operation and is closed to public use.
The permit and nonmetered parking lots established by § 285-64 shall be for the use of passenger cars, passenger vans and pickup trucks only, and no person shall park any other kind or class of vehicle in any such lot.
Every vehicle parked in a permit and nonmetered parking lot shall be parked only in designated parking spaces, and wholly within the lines bounding or marking the individual parking spaces, and shall be parked headed into the parking space. Prohibited parking areas include, but are not limited to, the access and exit driveways and turning and maneuvering spaces.
A. 
Police officers and parking enforcement personnel of the Borough, acting in accordance with the directions of the Chief of Police, shall report:
(1) 
Any vehicle occupying a space in a permit or nonmetered parking space in violation of any of the provisions of this article;
(2) 
The date and hour of the violation;
(3) 
The license number of the vehicle; and
(4) 
Any other facts, the knowledge of which is necessary for a thorough understanding of the circumstances attending the violation.
B. 
The police officer or other person making the report shall also place on or attach to the vehicle a "ticket" (notice) to the owner or driver of the vehicle that the vehicle was parked in violation of this article and instructing the owner or driver that if he or she reports to the office of the Chief of Police and pays to the Borough the sum of $10 within 48 hours after the time of the notice, or places the sum of $10, enclosed within the envelope provided, in any of the special parking fine boxes installed at various locations within the Borough within that time limit, that act will save the violator from prosecution and from payment of the fine prescribed in § 285-70.
Whoever violates any of the provisions of this article shall be fined not more than $15 and costs.
