A board to be known as the "Historic Commission of Parkside Borough" is hereby established.
A. 
The Historic Commission shall consist of three members.
B. 
The present members of the Commission shall serve to the expiration of the term, resignation or removal of the member, whichever shall first occur.
C. 
As the term of each of the last three remaining members of the Commission expires, Borough Council shall appoint a successor for each. The term of the newly appointed members shall be from one to four years, so that the term of not more than one member shall expire in any one year.
D. 
Thereafter, upon the expiration of the term of office of the members appointed pursuant to Subsection C hereof, Borough Council shall appoint a successor to serve for a term of four years.
E. 
An appointment to fill a vacancy shall be only for the unexpired portion of the term.
F. 
Fifty percent of the then-existing membership shall constitute a quorum for the purpose of conducting official business.
G. 
Appointment to the Historic Commission will be by the President of the Borough Council. All members shall serve at the pleasure of the President of Borough Council.
H. 
All members of the Commission are required to reside in Parkside Borough.
I. 
All members of the Commission shall serve without compensation.
A. 
The Historic Commission shall perform only such duties relating to the maintenance and preservation of the historic properties and holdings of the Borough of Parkside as Borough Council shall direct and authorize.
B. 
These duties may include archival functions, conducting and maintaining a Historic District inventory, providing Council with the administration work required by the Certified Local Government (CLO) Agreement with the Pennsylvania Historical and Museum Commission (or similar agreement or agreements), and establishing an Historical Society.
The Historic Commission shall elect its own Chairman and Secretary as well as select other necessary officers to serve for a period of one year and may, upon obtaining approval of the Council of the Borough of Parkside, employ such persons as may be needed in order to complete activities.
The Historic Commission shall provide the Council of the Borough of Parkside with an annual activity report no later than January 31 of the following year. The Council shall have the right to inspect all records at any time.
Any Board member may be removed for malfeasance, misfeasance or nonfeasance in office or for other just cause by a majority vote of the governing body which appointed the member, taken after the member has received 15 days' advance notice of the intent to take such a vote. A hearing shall be held in connection with the vote if the member shall request it in writing.
