The Borough of Parkside hereby adopts as its Electrical Code, for the purpose set forth herein, the 2017 National Electrical Code promulgated by the National Fire Protection Association.
A. 
The Borough of Parkside hereby establishes the position of Electrical Inspector, who shall be appointed by the Borough Council of the Borough of Parkside by annual motion or resolution and who shall serve at the pleasure of Council.
B. 
The Electrical Inspector shall be a registered electrician.
C. 
The Electrical Inspector shall receive, as compensation, 50% of the cost of each electrical permit issued and 50% of each reinspection fee collected.
A. 
All electrical wiring, equipment and apparatus, while being installed in any structure in the Borough, shall be kept open for inspection thereof at all times, and not concealed from view by the permanent placement of parts or in any other way, unless and until the Electrical Inspector has been notified of the completion of such installation and has inspected and approved all work performed and equipment used in accordance with this chapter.
B. 
The registered electrician under whose supervision any work has been performed or any installation made shall notify the Electrical Inspector and shall make application for the inspection and approval of such work or installation and shall pay to the Electrical Inspector the fee required for such inspection. The Electrical Inspector shall thereupon promptly inspect such electrical wiring, equipment or apparatus and the manner of installation thereof; and if the same, in the opinion of the Electrical Inspector, is in conformity with the standards and requirements of this chapter, the Electrical Inspector shall issue a certificate of approval to the owner of the property.
A. 
Electrical wiring, equipment and apparatus may be installed, altered or extended only under supervision of a registered electrician who has obtained a registered electrician's license from the Electrical Inspector and only in accordance with the provisions of this chapter.
B. 
The term "electrical wiring, equipment and apparatus" means all components used in any system for the conducting, use or consumption of electrical energy in any form except electrical items designed to be screwed or plugged into sockets or receptacles rather than permanently connected to a wiring system.

A. 
Any and all persons desiring to obtain a registered electrician's license shall make written application therefor to the Electrical Inspector and shall supply him with such information relating to the applicant's qualifications, education, knowledge and ability as he deems appropriate.
B. 
An annual license fee of $100 shall be paid by any person, firm or corporation engaging in or working at the business of electrical work in the Borough.

C. 
Any registered electrician's license issued pursuant to this chapter shall be valid only until December 31 of the year in which it is issued.
Electrical wiring, equipment and apparatus may not be installed, altered or extended unless a permit has first been obtained from the Electrical Inspector. A permit shall be issued only to a registered electrician who has obtained a registered electrician's license pursuant to the provisions of this chapter and only upon payment of a fee in accordance with the schedule set forth below. Any permit issued pursuant to this provision shall be valid for a period of nine months from the date of issuance.

The fees for all installations, alterations or extension of any electrical wiring, equipment or apparatus, performed on residential premises are as follows:
A. 
Cost of job, $1 to $1,000: fee of $50.
B. 
Per $1,000 of the fair market value of the cost of the job thereafter: $50.
C. 
The above fees paid for permit and inspection charges shall be doubled for any electrical work performed prior to the payment and receipt of an approved permit from the Borough.
D. 
The fees for all plumbing, mechanical, electrical, construction, demolition and building permits for a commercial property shall be double the costs as calculated in the above fee schedules for a residential property. However, all properties that abut Edgmont Avenue in the Borough's C-1 Commercial District and whose use provides for retail, service and other commercial establishments provided for in the C-1 Zoning District, shall for a period of one year hereof be charged a fee for all mechanical, electrical, construction, demolition and building permits equal to that as calculated in the fee schedule for a residential property.

Any person, firm or corporation who violates this chapter shall, upon conviction of a violation before a District Justice, pay a fine not to exceed $1,000 for each day that the violation exists and, in default of payment of such fine, be imprisoned for not more than 30 days.
