Every owner of property within the Borough of Parkside shall install and maintain at least one smoke- or heat-detecting device, either battery or electrically operated, on every floor used for human habitation in every building by not later than June 30, 1992.

A. 
Every owner of an apartment or townhouse in a property where the total number of living units is two or fewer shall install and maintain at least one smoke or heat-detecting device, and CO detector, either battery or electrically operated, in each level of the unit including a basement. An occupancy permit shall not be issued until it has been verified by inspection that the proper devices are in the correct location and are in working order.
B. 
For the purposes of Chapter 82, a building containing three or more living units shall meet the requirements of § 82-27, Commercial or business premises.

A. 
After the enactment date of this article, all new buildings constructed in the Borough of Parkside, all commercial or business properties which undergo a change of ownership of either the business or the building and all commercial or business properties which undergo renovations where the fair market value of the renovations is in excess of $2,500 shall have the following two devices installed per floor or level prior to occupancy. The devices being a CO detector and a smoke detector. A "floor" shall include an attic, a basement; a crawl space.
B. 
The activation of the fire alarm system shall be automatic and shall include the automatic activation of a strobe light and/or siren attached to the exterior of the building at a location approved by the Fire Marshal prior to occupancy.
C. 
All commercial and business properties having freestanding business signs, poles or light standards shall have the electrical power supplied by underground conductors. Overhead wires and conductors strung through the open air are prohibited.

All new buildings constructed in the Borough of Parkside shall comply with § 82-27.
The Fire Marshal shall be available for advice and to aid the property owners in the proper installation of the above-mentioned devices.
The Fire Marshal may inspect the installation of the devices required by this article after due and timely notice of not less than 24 hours has been delivered to the property owner.

The penalty for failure to comply with this article shall be a fine not to exceed $300 per violation. Each seventy-two-hour period a violation exists shall constitute a separate violation of this article.
