A. 
It shall be unlawful for any person, persons or corporation to take rubbish from, or disturb in any manner, containers placed on the sidewalks by residents of the Borough on the day and time duly designated and set apart by the Borough for collection of rubbish.
B. 
Except for a period of 24 hours prior to the time of collection by that agent authorized by Council, no person shall place any rubbish, trash, refuse, garbage or other waste material upon any street, sidewalk or curb within the Borough of Parkside. Any such material placed for collection shall be in a fully enclosed container or so packaged as to prevent the intrusion or scattering by animals or by the forces of wind.

It shall be unlawful for any person, persons or corporation to collect rubbish from residential property in the Borough of Parkside except the duly designated rubbish collector employed by the Borough for that purpose.

Any person, persons or corporation violating this article shall be, upon conviction before a District Justice, subject to a fine not exceeding $1,000, and in default of payment thereof, shall be committed to the county prison for a term not exceeding 30 days.
