All piping in a plumbing system shall be installed without excessively
stressing or straining any pipe or connection, with provisions, where
necessary, for expansion, contraction and settlement of the supporting
structure.
In order to prevent freezing, the following standards shall
apply:
A. In new buildings, all soil, waste and vent pipes above the ground
shall be located inside the buildings.
B. In old buildings, when permitted by the Plumbing Inspector, pipes
may be installed outside.
C. Underground piping outside of buildings shall have a minimum of three
feet of cover, except curb-extended rainwater piping.
Exterior openings provided for the passage of piping shall be
effectively sealed against rodents.
