A certain document, one copy of which is on file in the office
of the Secretary of the Borough of Parkside, Delaware County, Pennsylvania,
being marked and designated as the "International Property Maintenance
Code, 2018 Edition," published by the International Code Council and
as issued and updated every three years be and is hereby adopted as
the Property Maintenance Code of the Borough of Parkside, Delaware
County, in the state of Pennsylvania, for the control of buildings
and structures as herein provided, and each and all of the regulations,
provisions, penalties, conditions and terms of said International
Property Maintenance Code are hereby referred to, adopted, and made
a part hereof as if fully set out in this chapter with the additions,
insertions and changes.
The following sections are hereby revised:
A. In Section 101.1, insert the "Borough Of Parkside, Delaware County,
Pennsylvania."
B. In Section 103.5, replace as indicated in the following schedule
with "set from time to time by resolution of the Borough Council and
will be located in the office of the Borough Secretary."
C. In Section 304.14, Insect screens, insert "May 1st and November 1st."
D. In Section 602.3, Heat supply, insert "October 15th and April 15th."
E. In Section 602.4, Nonresidential structures, insert "October 15th
and April 15th."
F. Section 111.2, Membership of the Board, shall be amended as follows.
For the purpose of this chapter, the word "Board" whenever it may
appear herein, will be defined as meaning the full Council of the
Borough of Parkside.
G. Sections 111.2.1 through 111.2.5 are hereby deleted.

H. Section 111.5, Postponed hearing, change the words "when the full
board" to the words "when the majority of Council members."
If any section, subsection, sentence, clause or phrase of this
chapter is for any reason held to be unconstitutional, such decisions
shall not affect the validity of the remaining portions of this chapter.
The Parkside Borough Council hereby declares that it would have passed
this chapter and each section, subsection, sentence, clause or phrase
thereof, irrespective of the fact that any one or more sections, subsections,
sentences, clauses and phrases be declared unconstitutional.
Nothing in this chapter or in the Property Maintenance Code
hereby adopted shall be constructed to affect any suit or proceeding
impending in any court or any rights acquired or liability incurred
or any cause or causes of action acquired or existing, under any act
or ordinance.
The Borough Secretary shall certify to the adoption of this
chapter and cause the same to be published as required by law, and
this chapter shall take force and effect immediately upon the date
and time of final passage and approval by the Parkside Borough Council.

It shall be unlawful for any person, partnership, association,
corporation or other entity, whether an owner or lessee of property,
to maintain any firewood on the property unless the firewood is stored,
stacked and/or piled in conformance with the following regulations:
A. All firewood shall be stacked, stored and/or piled in a neat fashion
no less than six inches above any surface on which it is to be stored.
B. No stacks or piles of firewood shall exceed five feet in height or
six feet in length.
C. There shall be an open area around each stack or pile of firewood
of no less than four feet. Said open area shall be free and clear
of all materials and structures.
D. No firewood shall be stored, stacked or piled less than four feet
from any fence, property line or structure of any type.
E. Any and all stacks or piles of firewood shall be secured from falling,
collapse or from being blown.
F. No stacks or piles of firewood shall be stored and/or piled in a
location that exceeds the front building line.
G. All firewood shall be covered with an approved tarp.
Any person, partnership, association, corporation or other entity
who shall maintain or store firewood in violation of this article
shall receive an initial written warning providing the offender a
period of five days to remediate the violation. For a second offense
and upon conviction before a Magisterial District Judge, the offender
shall be sentenced to pay a fine of $50 together with costs of prosecution.
For all subsequent offenses the fine shall be doubled for each day
a violation occurs up to a maximum fine of $500 together with costs
of prosecution.
