[Adopted as Ch. 107, Art. II, of the 1979 Code]
A. 
No street or road of a width of less than 50 feet shall be laid out or opened in the Borough of Parkside by any person, persons or corporation within the Borough limits.
B. 
No streets shall be accepted by the Borough Council of the Borough of Parkside as a part of the street or highway system of the Borough unless said street or streets shall be of a width of 50 feet or more.
No new street or streets shall be accepted or approved by the Borough Council of the Borough of Parkside unless and until the owner or owners of the land abutting thereon shall fully comply with the following requirements of the Borough:
A. 
Sewers shall first be installed in the bed of said street or streets, which said sewers shall be installed and constructed strictly in accordance with the specifications and requirements of the Borough of Parkside[1] and under the supervision of the Borough Engineer.

B. 
The roadway of said street or streets shall first be paved by said owners as required by Borough Council and in strict accordance with the Borough paving specifications and under the supervision of the Borough Engineer.
C. 
Curbing on each side of the roadway shall be installed and constructed by the owners in accordance with specifications and requirements of Borough Council and under the supervision of the Borough Engineer.
D. 
Sidewalks shall be laid and constructed on both sides of the roadway or street by the owners thereof in accordance with the specifications for sidewalks as prescribed by Borough Council and shall be laid and constructed under the supervision of the Borough Engineer.
No building permit shall be issued by the Building Inspector of the Borough of Parkside for the erection or construction of any dwelling or building whatsoever on any new street laid out in the Borough unless and until all of the provisions of this article have been complied with.
It shall be unlawful for any person, persons or corporations to plan, lay out or open any street in violation of this article and to sell lots on said street for the purpose of inducing any person or persons to build thereon when, under the provisions of this article, no building permit could be obtained for that purpose.

Any person or persons violating the provisions of this article shall, upon conviction before any District Justice, be required to pay a fine of not less than $300 nor more than $600, together with the costs of prosecution, and in default thereof, shall be committed to the county prison for a period of not more than 30 days.
