[Ord. No. 995 §501, 5-19-1987]
No person shall drive or operate a vehicle upon a street at
a speed greater than is reasonable and prudent, having due regard
to the traffic, surfacing of the street, the hazard at the intersection
and any other condition then existing. Every driver or operator of
vehicles shall exercise the highest degree of care, particularly in
driving at a rate of speed so as not to endanger the life, limb or
property of any person; provided that this provision shall not be
construed to relieve the plaintiff in any civil action from the burden
of proving negligence upon the part of the defendant and that such
negligence is the proximate cause of an accident.
