No person shall park any vehicle upon a street, other than an
alley, in such a manner or under such conditions as to leave available
less than ten (10) feet of the width of the roadway for free movement
of vehicular traffic.
No person shall park a vehicle within an alley in such a manner
or under such conditions as to leave available less than ten (10)
feet of the width of the roadway for the free movement of vehicular
traffic, and no person shall stop, stand or park a vehicle within
an alley in such position as to block the driveway entrance to any
abutting property.
The City Traffic Engineer is authorized to erect signs upon
the left-hand side of any one-way street to prohibit the standing
or parking of vehicles, and when such signs are in place, no person
shall stand or park a vehicle upon such left-hand side in violation
of any such sign.
In the event a highway includes two (2) or more separate roadways
and traffic is restricted to one (1) direction upon any such roadway,
no person shall stand or park a vehicle upon the left-hand side of
such one-way roadway unless signs are erected to permit such standing
or parking. The City Traffic Engineer is authorized to determine when
standing or parking may be permitted upon the left-hand side of any
such one-way roadway and to erect signs giving notice thereof.

A. Municipal parking lots shall be governed
by the following regulations. No driver or owner of a motor vehicle
shall permit his vehicle to be placed in violation of these regulations:
1.
No vehicle shall be parked in any
entrance or exit to any municipal parking lot.
2.
No trucks over one (1) ton in weight
shall be parked in any municipal parking lot.
3.
No vehicle shall be parked except
in the designated parking spaces, and then only to use one (1) parking
space per vehicle.
4.
No vehicle shall enter any municipal
parking lot by the exit; or exit using the designated entrance.

A. No trucks or commercial vehicle licensed
to operate upon the roadways of the State of Missouri for a gross
weight of thirty thousand (30,000) pounds or more having three (3)
or more axles shall park for more than two (2) hours on any street
or right-of-way except when loading or unloading, providing service
or making emergency repairs.
B. No detached trailer, semitrailer, or similar
vehicles shall park on any street or right-of- way for more than two
(2) hours except when loading or unloading, providing services or
making emergency repairs.
C. The Police Department is hereby authorized
to cause any vehicle, trailer, semitrailer, tractors, machinery, equipment,
or similar vehicles violating the provisions of this ordinance to
be removed and stored if the vehicle creates a safety hazard or is
parked in violation of the ordinances of the City of Vandalia, Missouri,
in excess of two (2) hours. The expense for said removal and storage
shall be paid by the owner or operator of said vehicle, and no vehicle
shall be released from storage without first having been authorized
by the Police Department and the expense for removal and storage is
paid by the owner or operator of said vehicle.
D. Any person violating the provisions of this Section shall be deemed guilty of an ordinance violation and upon conviction thereof shall be punished as set forth in Chapter
100, Article
III, of this Code.

A. The City Administrator, with the advice
and the consent of the Board of Aldermen for the City of Vandalia,
Missouri, shall from time to time establish the appropriate truck
parking lot regulations on the property owned by the City of Vandalia
and designated as truck parking lots. Said rules and regulations shall
be updated as needed and shall be set out and made available to anyone
who wishes to use the truck parking lot at conspicuous locations and
at a minimum at the City Hall in Vandalia, Missouri.
B. The City Administrator, with the advice
and consent of the Board of Aldermen of the City of Vandalia, Missouri,
may from time to time amend, change and delete parking lot regulations
for the truck parking lot as needed.
C. Anyone violating the truck parking lot regulations shall be subject to a fine as set forth in Chapter
100, Article
III, of this Code.
