A. The requirements of this Chapter shall
apply to service buildings, recreation buildings and other service
facilities such as:

Management offices, repair shops
and storage areas.

A. A central service building containing the
necessary toilet and other plumbing fixtures specified in the following
table shall be provided in travel trailer parks which provide parking
spaces for dependent trailers. Service building shall be conveniently
located within a radius of approximately three hundred (300) feet
to the spaces to be served.

Additional fixtures, including laundry
trays, clothes washing machines [one (1) for every thirty (30) sites]
and an ice making machine, may be provided.

A service sink with a flushing rim
shall be provided for disposal of liquid wastes unless a sanitary
station is conveniently accessible for this purpose.

B. For parking areas having more than one
hundred (100) travel trailer spaces there shall be provided one additional
toilet and lavatory for each sex per each additional thirty (30) travel
trailer spaces; one additional shower for each sex per each additional
forty (40) travel trailer spaces and one additional men's urinal per
each additional one hundred (100) travel trailer spaces.
C. Where a travel trailer park is designed
for and exclusively limited to use by self-contained trailers, only
the following minimum emergency sanitary facilities shall be required:
for each one hundred (100) trailer spaces, or fractional part thereof,
there shall be one (1) flush toilet and one (1) lavatory for each
sex.
D. When a travel trailer park requiring a
service building is operated in connection with a resort or other
business establishment, the number of sanitary facilities for such
business established shall be in excess of those required by the schedule
for trailer space and shall be based on the total number of persons
using such facilities.
E. Any person desiring to furnish temporary
facilities for accommodating a travel trailer rally, or other group
of trailers assembled for the purpose of traveling together, shall
make application for such activity to the Mayor. The requirements
for a service building and other sanitary and physical facilities
may be waived by the Health Authority upon determination that public
health will not be endangered; but the location of the site, the facilities
which are provided, and the method of conducting such rally shall
be acceptable to the Health Authority before a special permit shall
be issued specifying the location of the site, the period of operation
not to exceed ten (10) days, and any conditions of issuance.

Every mobile home park shall be provided
with the following emergency sanitary facilities: for each one hundred
(100) mobile home lots, or fractional part thereof, there shall be
one (1) flush toilet and one (1) lavatory for each sex.

A. All portions of all buildings in both mobile
home and travel trailer parks shall be properly protected from damage
by ordinary use and by decay, corrosion, termites and other destructive
elements. Exterior portions shall be of such materials and be so constructed
and protected as to prevent entrances or penetration of moisture and
weather.
B. Each such building shall also contain laundry
facilities with a minimum two hundred (200) square feet, two (2) washing
machines, two (2) dryers and four (4) laundry trays for each twenty
(20) mobile home spaces and shall have sound-resistant walls extending
to the ceiling between male and female sanitary facilities. Walls
and partitions around showers, bathtubs, lavatories and other plumbing
fixtures shall be constructed of dense, nonabsorbent, waterproof material
or covered with moisture resistant material; have at least one (1)
window or skylight facing directly to the outdoors. The minimum aggregate
gross area of windows for each required room shall be not less than
ten percent (10%) of floor area served by them; have at least one
(1) window which can be easily opened or a mechanical device which
will adequately ventilate the room.
C. Toilets shall be located in separate compartments
equipped with self-closing doors. The shower stalls shall be of the
individual type. The rooms shall be screened to prevent direct view
of the interior when the exterior doors are open.
D. Illumination levels shall be maintained
as follows:
1.
General seeing tasks, five (5) footcandles;
2.
Laundry room work area, forty (40)
footcandles;
3.
Toilet room, in front of mirrors,
forty (40) footcandles.
E. Hot and cold water shall be furnished to
every lavatory sink, bathtub, shower and laundry fixture, and cold
water shall be furnished to every water closet and urinal.

Cooking shelters, barbecue pits,
fireplaces, wood-burning stoves and incinerators shall be so located,
constructed, maintained and used as to minimize fire hazard and smoke
nuisance both on the property on which used and on neighboring property.
No open fire shall be permitted except in facilities provided. No
open fire shall be left unattended. No fuel shall be used and no material
burned which emits dense smoke or objectionable odors.
