A. 
The Borough Council of the Borough of Pleasant Hills is hereby authorized to prohibit or restrict the parking of vehicles on any of the streets or highways located within the Borough of Pleasant Hills. Any such parking regulation shall be adopted by the Borough Council by ordinance or resolution enacted at any duly convened meeting of the Borough Council.
B. 
Any part of any street or highway located within the Borough of Pleasant Hills may be designated by the Borough Council as prohibiting or restricting the parking of vehicles thereon shall be posted with signs indicating the prohibition or restriction for said street or highway in the manner provided by the Motor Vehicle Code of the Commonwealth of Pennsylvania.
C. 
Any person found guilty of parking on any street or highway within the Borough of Pleasant Hills which has been designated as a "No Parking" area shall, upon conviction before any of the District Justices of the Borough of Pleasant Hills, be sentenced to pay a fine of not less than $2 nor more than $10 and costs of prosecution.
D. 
Any person found guilty of violating the parking restrictions on any street or highway within the Borough of Pleasant Hills which has been designated as a "Limited Time Parking" area shall, upon conviction before the District Justice for the Borough of Pleasant Hills, be sentenced to pay a fine of not less than $2, and not more than $10, and costs of prosecution. Any person who may receive a traffic summons for violating the parking restrictions contained in any "Limited Time Parking" area may, within 48 hours of the time of such violation, as may be set forth in the traffic summons, appear at the office of the District Justice for the Borough of Pleasant Hills, and there pay the sum of $2 and costs of prosecution, which payment shall be in full satisfaction of any fine imposed under this section.

E. 
Any part of any street or highway located within the Borough of Pleasant Hills which has heretofore been designated as a "No Parking" area or a "Limited Time Parking" area, shall continue as heretofore and no part of this section shall be deemed to have repealed or altered any ordinance or resolution restricting or prohibiting the parking on any of the streets or highways in the Borough of Pleasant Hills.
F. 
The provisions of this section relating to fines for violation of parking restrictions shall apply to all existing ordinances of the Borough of Pleasant Hills which regulate parking in any part of the Borough of Pleasant Hills.
G. 
This article repeals Ordinance No. 154 and Ordinance No. 202 in their entirety.

A. 
No vehicle shall be parked upon any public street within the limits of the Borough for a period longer than 30 minutes between the hours of 2:00 a.m. and 6:00 a.m.
B. 
Any person violating the provision of this section shall, upon conviction before a District Justice of the Borough, be sentenced to a fine of not more than $300 for each offense, or in lieu thereof, shall be confined in the Allegheny County Jail for a period not exceeding 10 days.

A. 
From and after the effective date of this section it shall be unlawful for any person to park any vehicle on any fire lane within the Borough of Pleasant Hills. This prohibition shall apply whether the property be privately owned or under public control.
B. 
The Fire Inspector of the Borough of Pleasant Hills, or in the absence of the Fire Inspector, the Borough Council, by majority vote at a duly advertised public meeting, shall determine and designate the areas to be used as fire lanes within the Borough of Pleasant Hills. Thereafter, once such area has been designated as a fire lane, a description of such area shall be submitted to the Borough Manager of the Borough of Pleasant Hills, who shall maintain a record of all areas designated as fire lanes within the Borough of Pleasant Hills.

C. 
Any areas designated as fire lanes by the Fire Inspector shall be so marked with appropriate signs indicating that the area is a fire lane and that the parking of vehicles thereon is prohibited. If such areas are not identified by such signs, the penalty provisions of this section shall not be applicable.

D. 
The Fire Inspector is hereby given the authority to enter upon private property, at reasonable times, in order to install fire lane signs on any area which he may designate as a fire lane.

E. 
Any person violating the provisions of this section shall, upon conviction before the District Justice of the Borough of Pleasant Hills, be sentenced to pay a fine not exceeding $50. Any person who may receive a summons for violating the provisions of this section may, within 48 hours of the time of such violation, appear in the office of the District Justice for the Borough of Pleasant Hills, and there pay the sum of $2 and costs of prosecution, which payment shall be in full satisfaction of any fine imposed under this section.

A. 
The purpose and scope of this section is to define enforcement and penalty provisions wherever it appears that parking or vehicle traffic congestion may create a hazard by impeding the free movement of fire-fighting equipment, ambulances or public emergency response vehicles within the Borough of Pleasant Hills.
B. 
The Fire Marshal shall prescribe and the Police Department shall issue all forms necessary for the administration of this section and may adopt and enforce regulations relating to any matter pertaining to the administration of this section, including but not limited to the inspection and collection of fines for violations of this section. The Fire Marshal and the Police Department of the Borough of Pleasant Hills are hereby designated to enforce this section, either singly or in conjunction with each other. The approval of the Fire Marshal to enforce this section is recognized by both the Borough Council of the Borough of Pleasant Hills and the Chief of Police of the Borough of Pleasant Hills. At all times relevant hereto, the Fire Marshal shall wear his Fire Marshal uniform in carrying out the duties related to this section.
C. 
Any vehicle owner who parks or permits a vehicle to be parked within a designated fire lane/fire zone shall be subject to a fine and penalty/prosecution as the law allows. A fine of $10 shall be imposed for each violation and shall be collected by a ticketing procedure whereby the fine must be paid as the Police Department of the Borough of Pleasant Hills. Said fines are to be made payable to the Borough of Pleasant Hills. A $10 fine will also be imposed for overnight parking, illegal parking in spaces designated for the handicapped, limited time parking violations and other parking violations as defined by the Commonwealth of Pennsylvania Motor Vehicle Code and/or the ordinances of the Borough of Pleasant Hills. Such fines/tickets are issued by the Police Department. If said fines are not paid within 10 days of the date of issuance of the ticket, the vehicle owner may be subject to prosecution before the District Justice as the law allows. Thereafter, if default of payment occurs, the violator may be sentenced as the law allows. As set forth in Subsection B of this section, the Fire Marshal's ability to issue tickets is expressly limited to violations of parking in fire lanes. All other tickets for parking violations shall only be issued by members of the Police Department of the Borough of Pleasant Hills.

D. 
Any ordinance or parts of ordinances conflicting with the provisions of this section shall be and the same are hereby repealed to the extent of such conflict. This section is to be read in conjunction with § 356-24 of this chapter, and does not repeal the provisions of that section which are not in conflict with this section.

A. 
From and after the date of this section, the parking of any motor vehicle on any public road in the Borough of Pleasant Hills after there has been an accumulation of at least six inches of snow or ice on said public road is hereby prohibited.
B. 
The term "accumulation of snow and ice" is hereby defined as the average depth of snow and ice on the paved cartway of said public road.
C. 
Any person violating the terms of this section shall, upon conviction before the District Justice serving the Borough of Pleasant Hills, be sentenced to pay a fine not exceeding $500. Each and every day that a violation exists shall be deemed to be a separate offense under the terms of this section.

A. 
No parking shall be permitted on the left side off the roadway in the area known as McClellan Drive Circle between 365 McClellan Drive and 439 McClellan Drive, between the hours of 8:00 a.m. and 4:30 p.m. except on Saturdays, Sundays and legal holidays. Signs designated this restriction shall be posted in this area. As McClellan Drive is a one-way road, this restriction shall apply to the area between 365 McClellan Drive and 439 McClellan Drive on the left side of the road in the direction that traffic flows.

B. 
The proper officers shall post the necessary signs, as required by law, for effectuating the provisions hereof.
C. 
Any person violating the provisions of this section shall, upon summary conviction before the District Judge of the Borough, be subject to pay a fine of no more than $50 per violation, plus court costs. The failure to pay the fine upon conviction shall result in further penalty as permitted by law.

A No Parking Zone is hereby established on the easterly side of Old Clairton Road from its intersection at Glenburn Drive to its intersection at State Route 51.
B. 
The Mayor of the Borough of Pleasant Hills is authorized to post such signs as may be necessary to enforce the provisions of this section.

A. 
From and after the date of this section, the parking of motor vehicles on the westerly side of Betty Rae Drive from the southerly boundary line of Lot No. 151 to the northerly boundary line of Lot No. 151, also known as 109 Betty Rae Drive, is hereby prohibited.
B. 
The Police Department of the Borough of Pleasant Hills shall erect "No Parking At Any Time" signs at appropriate locations on Betty Rae Drive.

A. 
The Borough Council of the Borough of Pleasant Hills, pursuant to the authority granted by the Motor Vehicle Code of Pennsylvania, 77 Pa.C.S.A. § 6109 does hereby establish a "No Parking" Zone on the north side and on the south side of East Bruceton Road commencing at its intersection with State Route 51 and continuing in a westerly direction along East Bruceton Road to its intersection with Traverse Drive.
B. 
This section has been enacted after completing an engineering and traffic investigation study, a copy of said study being found in the permanent records of the Borough of Pleasant Hills.

A. 
Parking on the sidewalk and street is hereby prohibited from the property line separating 429 and 423 Arbor Lane to the property line separating 413 and 404 Arbor Lane in the interest of public safety.
B. 
The within restrictions shall not apply to authorized personnel and emergency vehicles that are transporting disabled individuals and/or those with a need for accommodation.
C. 
The effective date of this section shall be 30 days from the date of enactment and after appropriate signs have been installed notifying the public of the restrictions created by this section.
D. 
Any owner/operator of a motor vehicle who violates this section shall be subject to a fine and penalty as the law allows. Said prosecution shall be carried out by the issuance of a state citation with the appropriate fine and costs. Thereafter, if default of payment occurs, then the violator may be punished pursuant to the relevant provisions of the Motor Vehicle Code of the Commonwealth of Pennsylvania.

A. 
On and after the effective date of this section, parking on Woodland Drive shall be restricted within the recorded right-of-way at the terminus of Woodland Drive for the period October 15th through April l 5th. This restriction shall apply during these months so as to allow the Borough vehicles to turn around in this area. Attached hereto as Exhibit "A" and incorporated herein by reference is a drawing completed by the Borough Engineer which delineates the area of the restricted parking and confirms that such a restriction is necessary to allow the Borough trucks to turn.[1]

B. 
Violations and penalties. Any violation of this section restricting parking in this area of Woodland Drive shall be subject to a fine of up to $300 for each offense, plus court costs, with each separate day of this offense being a separate violation.
