The storage, collection, and disposal of refuse in the Business District shall be so implemented as to create no health hazards, rodent harborage, insect-breeding areas, accident, fire hazards, or air pollution.
All refuse shall be placed in closed, rigid, verminproof containers. Containers shall be provided in sufficient number and capacity to properly store all refuse generated from the business.

All refuse collection stations shall be effectively screened from the view of residents and from public streets and sidewalks by means of a fence or wall.
Refuse containers shall be located so as to separate them adequately from habitable buildings but at the same time be convenient for both collectors and businesses.
All refuse shall be collected at least once weekly from a suitable private collection service. All refuse shall be collected and transported in covered vehicles or covered containers.
Any person, firm or corporation who shall violate any provision of this article shall, upon conviction thereof, be sentenced to pay a fine of not more than $300 and/or to imprisonment for a term not to exceed 90 days.
