The office of the Borough Manager is hereby created by the Borough
of Steelton.
The Borough Council shall, by a majority of its members, appoint
the Borough Manager. The Manager shall serve at the pleasure of the
Borough Council as an at-will employee and may be removed at any time
by a majority vote of all of its members. In the event the incumbent
Manager desires to resign from the position of Manager, he shall submit
a notice of resignation in writing to the Borough Council at least
60 days prior to the desired termination date.
The Borough Manager shall be selected on the basis of his executive
and administrative qualifications, with special emphasis on his actual
experience in or his knowledge of accepted management practices. The
offices of Borough Manager, Street Commissioner, Secretary, Treasurer
and Chief of Police shall not be incompatible, and any two or more
or all of the said offices may be held by one person. Neither the
Mayor nor any member of the Borough Council shall be eligible to hold
the office of Borough Manager.
Before entering upon his duties, the Borough Manager shall give
a bond to the Borough, with a bonding company as surety, to be approved
by the Borough Council, in such sum as it shall from time to time
determine conditional for the faithful performance of the Manager's
duties, with the premium for the said bond to be paid for by the Borough.
The bond of the Manager may be included in, and the Manager may be
bonded and covered by, any blanket bond in force and effect for all
Borough employees in the aforesaid amount.
The Borough Manager shall receive such compensation as the Borough
Council shall fix from time to time.
The Manager shall be the Chief Administrative Officer of the
Borough, and he shall be responsible to the Borough Council as a whole
for the proper and efficient administration of the affairs of the
Borough. His powers and duties shall relate to the general management
of all Borough business not expressly by statute, ordinance or resolution
imposed or conferred upon other Borough officers or employees. The
Borough Council is hereby authorized to delegate to the Borough Manager,
subject to recall by written notification at any time, any of its
nonlegislative and nonjudicial powers and duties.
The Manager shall be directly responsible to the Borough Council
and, subject to recall by ordinance, shall also have the power and
duty to:
A. Supervise and be responsible for the management of all municipal
departments presently existing or which hereafter may be established
unless such supervision and responsibility is expressly delegated
by statute, ordinance or resolution to other Borough officers or employees.
B. Designate an employee to perform the duties of any department or
position in the administrative service under the control of the Manager
which is vacant or which lacks administration due to the absence or
disability of the employee.
C. Prescribe and enforce such rules and regulations as shall be deemed
necessary or expedient for the conduct and operation of administrative
departments, unless regulation of such conduct or operation is contained
in separate ordinances or resolutions adopted by the Borough Council.
D. Review either personally or through a person designated by the Manager,
the operations of any department, and, subject to the approval and
authorization of the Borough Council, to employ consultants and professional
counsel to aid in such reviews.
E. Assign any people of the administrative staff to any department requiring
the services of that employee; provided, however, that such assignment
is appropriate to and consistent with the personnel system's
classification of the employee and applicable personnel rules and
regulations.
F. Maintain proper personnel records for all employees of the Borough,
which shall reflect all aspects of the service of each employee.
G. Assist department heads in preparing personnel planning programs.
H. Administer the personnel system of the Borough subject to the provisions
of law, ordinance or resolution.
I. Review, analyze and recommend improvements in the administrative
organization and procedures throughout the Borough.
J. Sign all purchase orders where the value of the item being purchased
is $2,999 or less, or an amount fixed by Borough Council resolution.
K. Provide all necessary schedules, forms and policies to assist all
department heads in the preparation of their departmental budget requests.
L. Submit to the Borough Council a budget message, an annual operating
budget, a capital budget and proposed schedule of revenues, within
the time frame as prescribed by the Borough Code.
M. Participate in budget analyses and hearings relative to budget requests,
budget amendments and budget allocations.
N. Maintain budget expenditure control during the course of the fiscal
year and keep the Borough Council informed on the progress and developments
of plans, policies and programs as they relate to the budget.
O. Participate in and administer labor relations programs, including
conducting contract negotiations, contract administration and related
programs.
P. Attend all Borough Council meetings and other meetings as specified
by the Borough Council.
Q. Submit to the Borough Council all monthly reports as prescribed,
and by a specific time, as established by the Borough Council.
R. All complaints regarding services or personnel of the Borough shall
be referred to the office of the Manager. He, or an officer designated
by him, shall investigate such complaints or establish procedures
whereby they are recorded and forwarded to those department heads
responsible for corrective action.
S. The Manager shall perform such other duties as may be required by
the Borough Council not inconsistent with the Borough Code, law, ordinance
or resolution, and he may hold such other municipal offices or head
one or more of the municipal departments as the Borough Council may
from time to time direct.
In case of illness or absence of the Manager from the Borough,
the Assistant Borough Manager (or if there is no Assistant Borough
Manager or he is unable to serve, then one qualified member of the
Manager's staff appointed by the Manager with the concurrence
of the Borough Council) shall perform the duties of the Manager during
his absence or disability. In the event of disability or absence of
the Manager where there is no Assistant Borough Manager or the Manager
has not appointed a member of his staff to act in his capacity, the
Borough Council shall designate a person as Acting Borough Manager
to perform the duties of the Manager until such time as the Manager
returns to full duty or his successor is appointed.
