The purpose of this chapter is to finalize miscellaneous charges
of the various departments of the Township of Barnegat. The following
fees may be established annually by a resolution of the Township Committee
as may be needed to reflect necessary fees for individual purposes.

The following charges are hereby established by the Barnegat
Township Clerk's office:
A. Photocopies.

(1) Individuals requesting photocopies of public records shall be charged
at rates established pursuant to the New Jersey Open Public Records
Act, N.J.S.A. 47:1A-1 et seq. There shall not be a charge for electronic
records (i.e., records sent via email and fax). If the record is requested
in the form of a computer disc, CD-ROM or DVD, there will be a charge
of $1 per disc plus the cost to mail the disc to the requester.
(2) In addition to the foregoing cost, whenever the nature, format, manner
of collation, or volume of a Township record embodied in the form
of printed matter to be inspected, examined or copied pursuant to
this section is such that the record cannot be reproduced by ordinary
document copying equipment in the ordinary business size and/or involves
an extraordinary expenditure of time and effort to accommodate the
request, the Township will charge, in addition to the actual cost
of duplicating the record, a special service charge based upon clerical
expense on an hourly basis, pursuant to N.J.S.A. 47:1A-1 et seq.
(3) The Township Clerk shall advise the person requesting the service
to post monies to be held in trust in an amount estimated at half
of the total cost of the request in order to insure that the Township
is reimbursed in full for all clerical expenses incurred. After the
service has been completed and the documents and information produced
to the person requesting the service, the person requesting the service
shall be provided an itemization of the number of hours spent to accommodate
the request and be issued a check for any credit remaining in the
account. In the event that the service exceeds the amount of monies
posted in escrow, before continuing with the request, the person requesting
the service shall be required to post an additional escrow amount
representing the remaining cost of the service.
(4) Photocopies
of oversized material, such as maps or site plans, shall be charged
the following fees: 24"x36"- $5; 36"x48" - $10.
B. Flood letters. Flood letters issued by the Township shall require
a fee of $10 per letter requested.

C. Street maps. There shall be a charge of $4 per street map sheet or
$10 per set of three plus a charge of $0.50 for mailing for street
map copies requested by citizens of the Township of Barnegat from
the Township Clerk's office.

D. Zoning Maps. There shall be a charge of $5 for Zoning Map copies
requested by citizens of the Township of Barnegat from the Township
Clerk's office.

E. Fees for electrical hook-up and lighting. For any person, corporation,
organization that uses the electrical outlets at the municipal dock
on public facility of the Township, the following fees shall be assessed
and collected:

(2) An additional $25 per outlet if two or more appliances are connected.
(3) There
shall be a charge for lights only of $10.
F. Municipal dock. A deposit of $200 shall be required from organizations
requesting the use of the Municipal Dock in order to insure cleanup
at the Municipal Dock.

G. Registrar of Vital Statistics: The Township of Barnegat establishes
the following fees related to the Office of Registrar of Vital Statistics:

(1) There shall be a charge of $10 for each certified copy of a death
certificate.

(2) There shall be a charge of $15 for each certified copy of a marriage
license, civil union or a birth certificate.

(3) There shall be a charge of $15 for each certified copy of a domestic
partnership.

The following fees are hereby established to be charged by the
Tax Collector's office of the Township of Barnegat:
A. Duplicate tax bill. A charge for the issuance of a duplicate tax
bill shall be $2 per duplicate requested.

B. Return check fee. In the event that a check is returned to the Township
marked as unpaid, for whatever reason, there shall be an additional
$20 fee levied upon the person who submitted the check to the municipality.
The $20 fee shall apply to returned checks submitted to any and all
Township departments in addition to the Tax Collector's office.

I. Fee for redemption—Tax Collector shall provide any party entitled
to redeem a tax sale certificate, two redemption calculations within
a calendar year at no cost. Thereafter the fee will be $50 for each
subsequent calculation requested of the Tax Collector. For fee redemption
calculations that have been requested by a lien holder on a certificate
that they own, there will be a $50 fee. This fee may not be passed
on to the certificate and the lien holder must specify the date to
be used for calculation.

J. Fee permitted for online tax sale notice to property owner, $25 per
mailing added to the cost of sale (maximum of two in-lieu mailings).

The following fees are hereby established for the Assessor's
office of the Township of Barnegat:
A. Tax Map. In the event that there is a request for a copy of a Tax
Map made to the Assessor's office of the Township of Barnegat,
there shall be a fee of $3 per map requested. Further, in the event
that there is a request to mail said map to the individual making
said request there shall be an additional charge of $0.50 for each
sheet required to be mailed.

The following fees are hereby established in connection with
recycling within the Township of Barnegat:
A. Tires. There shall be a $3 per tire charge in connection with the
pickup of used tires from a residence. Said fee shall be paid in advance
and then shall be scheduled for pickup by the Township. No tire will
be accepted that is larger than a car or pickup truck tire and is
larger than 10/20 (width in inches/height in inches).
B. Removal of Freon. In connection with the Township's pickup of
any air-conditioner and/or refrigeration unit, the resident shall
be required to pay a nonrefundable fee of $10 to the Township in advance
for the removal of Freon from said units. In the event the refrigeration
or air-conditioning unit is larger than a normal household item, the
Township will have the option of not accepting said item to be recycled.

C. Propane tanks. There shall be a nonrefundable fee of $5 per tank
charge for propane tank pickup. Said fee shall be paid in advance
and then shall be scheduled for pickup by the Township.

The Township hereby establishes a fee of $75 to be paid by the
applicant to the Township, to help defray its administrative costs
in the implementation of the police patrolman's examination.

A. All requests for discovery in matters pending in the Barnegat Township
Municipal Court shall be submitted through the Municipal Prosecutor.
B. The following fees shall be payable by the requestor to the Township
of Barnegat for the discovery provided:

(1) Photocopy charge of $0.05 per 8 1/2"x11" letter size page and
$0.07) per 8 1/2"x14" legal size page or larger.
(4) Actual postage for any discovery sent by mail.
(5) $0.28 or $0.35, based on size, for the envelope for any discovery
sent by mail.
(6) Photographs will be photocopied at the rates established herein.
If requests are made for duplicate photographs, the actual cost of
making the photograph shall be charged.
(7) Duplication of compact discs shall be charged a fee of $0.41 per
CD; DVDs a fee of $0.60 per DVD.
(8) On any item that cannot be photocopied on the Township copy machine
or not otherwise provided for in this schedule, the actual cost incurred
in making the copy shall be charged.
C. Where the discovery must be obtained from an entity other than the
Township of Barnegat, e.g., another police department, the actual
costs paid to the other entity shall be paid by the requestor.

The Township hereby establishes a fee for accident reports prepared
by the Barnegat Township Police Department at a flat rate of $5 per
report. Township residents will be exempted from the $5 fee.

The following fees are hereby established to be charged by the
Township of Barnegat for the providing of sanitary sewer and water
search fees.
A. Fee for water search — $10 per line item;
B. Fee for sewer search — $10 per line item.

The Township agrees to accept electronic receipts in the form
of credit card or debit card charges for any and all delinquent local
obligations, which is defined as any debt or charge that has been
turned over to a municipality for collection for the tax sale process.
The credit card or debit charge payment will be accepted by the Township
up to but no later than 30 days prior to a tax sale for the obligation.

A. The following program fee ranges are hereby established for recreational programs, in accordance with the attached
Schedule A.
B. Recreational programs fees may be established annually by resolution
of the Township Committee as may be needed to reflect necessary fees
for individual recreation programs.
C. Discounts.

(1) This subsection provides for deposits, payment plans, early bird
and multifamily discounts on various recreation programs that include
but are not limited to preschool, pre-K, summer camps (exclusive of
any paid admission based trips).
(2) The above-mentioned discount is for family members enrolling in the
same program only. The second family member will receive a 10% discount,
and each additional family member will receive an additional 10% discount.
(3) Discounts may not be combined. Discounts are not permitted for individual
classes that include but are not limited to Mommy and Me, children's
daily classes, adult classes, after school classes and special events.
