Town of Thompson, CT Article III Budget and Appropriations

§ 38-3 Referendum required.

A. The Town of Thompson shall send all future combined annual budgets which would increase the mill rate greater than 2% to a referendum for approval.

B. The Town of Thompson shall send all future appropriations amounting to 1% or more of the approved fiscal budget, except for the annual budget, to a referendum for approval.

§ 38-4 Approval of appropriations.

Any appropriation or supplemental appropriation to an existing appropriation, if in excess of 0.5% of the approved fiscal budget, shall be approved by the Board of Finance and Town Meeting, but any such appropriation, regardless of amount, shall be exempt from the referendum requirements of § 38-3B, provided such appropriation is funded entirely by grant, reimbursement, or other revenue sources exclusive of Town taxes.
