The Township Administrator shall make or cause
to have made an analysis of the duties and responsibilities of all
full-time positions in the Township except his/her own position. Upon
approval by the Mayor, he/she shall recommend to the Township Council
a position-classification plan. Within 30 days after adoption of a
position-classification plan by resolution of the Township Council,
the Township Administrator shall assign each position to the appropriate
class in accordance with the approved position-classification plan.

Each employee shall be assigned or allocated
to an appropriate job classification on the basis of the kind and
level of its duties and responsibilities, to the end that all positions
in the same job class shall be sufficiently alike to permit the use
of a single salary range, thus carrying out the basic principle of
classification, which is equal pay for equal work. A job class may
contain one position or a number of positions. The Township Administrator
shall annually review the job classes and submit a written report
prior to the submission of the annual budget.

All new positions shall be created by the Mayor
upon the recommendation of the department director and the Township
Administrator.
A position may be abolished or the number of
personnel reduced for reasons of economy or for reasons of a reorganization
within a department or departments. An employee must receive written
notice of such action 30 days prior to its effective date.
