No tanks having been heretofore used for the storage or dispensing of flammable liquids as provided in the preceding subsection shall be removed or carried through the streets of the Village except upon a permit therefor obtained in the same manner as provided in § 41-40. Such permits shall be issued only after due inspection as provided therein and the payment of a fee to the Clerk of $5 for each tank.

Any person emptying or moving such tanks for the storage or dispensing of flammable liquids in which such liquids are stored or have been stored without a permit therefor or in any other manner than as provided in such permit shall be subject to a fine as provided in § 32-13 of Chapter 32 hereto for each offense and in addition thereto shall be adjudged a disorderly person as provided in § 32-1 of Chapter 32 hereof.
