A. 
The words and phrases used in this chapter shall, for the purposes of this chapter, have the meanings respectively ascribed to them by Article 1 of the Vehicle and Traffic Law of the State of New York, except that the word "vehicle" shall not include a "trailer" as that word is defined in section 156 of the Vehicle and Traffic Law of the State of New York.

B. 
The following words and phrases, which are not defined by Article 1 of the Vehicle and Traffic Law of the State of New York, shall have the meanings respectively ascribed to them in this section for the purposes of this chapter:
COMMERCIAL VEHICLE
Any trailer, boat, tractor, truck or motor vehicle used for the transportation for compensation or for hire of persons or property or used in the operation of a business. For the purposes of this definition, a "commercial vehicle" includes, but is not limited to, a limousine; any pickup truck, unless it has been altered to become a passenger vehicle by the addition of rear seats or fittings for rear seats and enclosing the back; any van, unless it has rear seats or fittings for rear seats and rear windows; and any vehicle bearing commercial license plate or commercial registration shall not be conclusive proof that a vehicle is not a "commercial vehicle" within this definition.

CURBLINE
The prolongation of the lateral line of a curb or, in the absence of a curb, the lateral boundary line of the roadway.
HOLIDAYS
New Year's Day, Lincoln's Birthday, Washington's Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day and Christmas Day.
OFFICIAL TIME STANDARD
Whenever certain hours are named herein or on traffic control devices, they shall mean the time standard which is in current use in this state.
PARKING AREA OF A SHOPPING CENTER
An area or areas of private property totaling at least one acre, near or contiguous to and provided in connection with premises having one or more stores or business establishments and used by the public as a means of access to and egress from such stores and business establishments and for the free parking of motor vehicles of customers and patrons of such stores and business establishments.
PARKING METER
Any mechanical device or meter, not inconsistent with this chapter, placed or erected for the purpose of regulating parking by authority of this chapter.
PARKING METER SPACE
Any space adjacent to a parking meter, within a parking meter zone, which is duly designated for the parking of a single vehicle by lines painted or otherwise durably marked upon the curb or surface of the street or area adjacent to or adjoining the parking meter.
PARKING METER ZONE
Any and all streets and any and all areas, including municipal parking fields, metered commuters' parking fields and resident commuters' municipal parking fields, set aside under the provisions of this chapter for the installation of parking meters and upon or in which parking meters have been installed and are in operation.
The Commissioner of Police shall install and maintain traffic control devices when and as required under the provisions of this chapter, to make effective the provisions of this chapter, and may install and maintain such additional traffic control devices as he may deem necessary to regulate, warn or guide traffic under the Vehicle and Traffic Law of the State of New York, subject to the provisions of §§ 1682 and 1684 of that law.
A. 
For the purpose of maintaining an accurate record of all regulations adopted under the provisions of this chapter, there is hereby established a system of schedules, appearing as Article XIII of this chapter, in which shall be entered all regulations after adoption. Such schedules shall be deemed a part of the section to which they refer. All regulations shall be adopted with reference to the appropriate schedule as indicated in the various sections of this chapter.
B. 
Regulations shall be adopted by the Village Board in accordance with provisions of the Village Law and the Vehicle and Traffic Law, or by an officer or agency authorized by the Village Board to adopt regulations pursuant to § 1603 of the Vehicle and Traffic Law.

No person shall knowingly remove, erase or eradicate a chalk marking placed on any portion of a motor vehicle by a person employed by the Village to enforce parking restrictions, except when such vehicle is removed from the parking space it occupied when so marked and is driven no less than 100 yards from said parking space.
