A. When any vehicle is parked or abandoned on any highway or public parking lot within this Village during a snow emergency as defined in Subsection
B hereof, a flood, a fire or other public emergency which affects that portion of the public highway or parking lot upon which said vehicle is parked or abandoned, said vehicle may be removed by or under the direction of the Commissioner of Police.
B. Declaration of snow emergency. The parking of vehicles is prohibited
on all public highways within the Village during a snow emergency.
A snow emergency shall exist either upon declaration by the Mayor
or from the time when there are at least four inches of snow on the
ground and shall continue for 18 hours thereafter. For purposes of
this section, a "public highway" shall include, but not be limited
to, the following:

C. When any vehicle is found unattended on any highway
or public parking lot within the Village where said vehicle constitutes
an obstruction to traffic, said vehicle may be removed by or under
the direction of the Commissioner of Police.
After removal of any vehicle as provided in
this article, the Commissioner of Police may store or cause such vehicle
to be stored in a suitable place at the expense of the owner. Such
owner or person in charge of the vehicle may redeem the same upon
payment to the person with whom stored of the amount of all expenses
actually and necessarily incurred in effecting such removal and storage,
such storage charges not to exceed $100 per day or fraction thereof.
It shall be the duty of the Commissioner of
Police to ascertain to the extent possible the owner of the vehicle
or the person having the same in charge and to notify him of the removal
and disposition of such vehicle and of the amount which will be required
to redeem same. Said Commissioner of Police shall also without delay
report the removal and disposition of any vehicle removed as provided
in this article to the Village Clerk.
