From and after the effective date of this article, the Township of Bristol shall be divided into five fire districts and two rescue squad districts named, bounded and described as follows:
A. 
Fire District No. 1: Beginning at the intersection of the Neshaminy Creek with the Delaware River, thence along the said Neshaminy Creek in a northerly direction to Prospect Avenue produced northwesterly to intersect the said Neshaminy Creek; thence along said Newportville Road to Bristol Pike (L.R. 150) and to the line of the Borough of Bristol; thence along the said line of the Borough of Bristol northeasterly, southwesterly crossing the Pennsylvania Railroad and southeasterly to the said Delaware River; thence along the said Delaware River southwesterly to the said Neshaminy Creek and place of beginning.
B. 
Fire District No. 2: Beginning at the intersection of Prospect Avenue produced westerly to intersect the Neshaminy Creek; thence along the Neshaminy Creek northerly to Zimmerman Lane; thence along said Zimmerman Lane southeasterly to the Newportville-Fallsington Road; thence along the said Newportville-Fallsington Road northeasterly to the Bristol-Oxford Road; thence along the said Bristol-Oxford Road southerly to the Pennsylvania Turnpike; thence along the Pennsylvania Turnpike northwesterly to the middle of Mill Creek Road; thence along the middle of Mill Creek Road southwesterly to the middle of Bath Road; thence along the middle of Bath Road northwesterly to the northwesterly boundary line of a subdivision known and laid out as Laurel Bend; thence on a line being bounded on the westerly side by a subdivision known and laid out as Mayfield Terrace and bounded on the easterly side by the said subdivision of Laurel Bend, southerly and southwesterly to the middle of Old Rodgers Road; thence along the middle of Old Rodgers Road southwesterly to the middle of Veterans Highway (L.R. 152); thence along the middle of same southwesterly to the middle of a drainage ditch being the northerly boundary line of a subdivision known and laid out as Rockdale Section 1; thence along the middle of said drainage ditch southwesterly and along the boundary line of the subdivisions known and laid out as Brightside Manor and Laings Gardens (now known as Pennfield) to the middle of the Newportville Road southeasterly to the middle of the said Prospect Avenue; thence along the middle of the said Prospect Avenue southwesterly and westerly to the said Neshaminy Creek and place of beginning.
C. 
Fire District No. 3: Beginning at the intersection of the Pennsylvania Turnpike with the Green Lane; thence along the said Green Lane southeasterly to the line of the Borough of Bristol; thence along the said line of the Borough of Bristol in a generally southwesterly and southerly direction to the middle of the Newportville Road; thence along the said Newportville Road northwesterly to the boundary line of the subdivisions known and laid out as Brightside Manor and Laings Gardens (now known as Pennfield); thence along the said boundary line northerly to the middle of a drainage ditch being on the northerly side of a subdivision known and laid out as Rockdale Section 1; thence along the middle of said drainage ditch in a northerly direction to the middle of New Rodgers Road (L.R. 152); thence along the same northwesterly to the middle of Old Rodgers Road; thence along the middle of said Old Rodgers Road northeasterly to the boundary line between the subdivision known and laid out as Mayfield Terrace and Laurel Bend; thence along said boundary line northwesterly to the middle of Bath Road; thence along the middle of Bath Road southeasterly to the middle of Mill Creek Road; thence along the middle of Mill Creek Road northeasterly to the said Pennsylvania Turnpike; thence along the said Pennsylvania Turnpike southeasterly to the said Green Lane and place of beginning.
D. 
Fire District No. 4. Beginning at the intersection of Mill Creek Road with the Levittown Parkway; thence along said Levittown Parkway southeasterly to the line of the Borough of Tullytown; thence along the said line of the Borough of Tullytown southwesterly and southeasterly to the Delaware River; thence along the said Delaware River southwesterly to the line of the Borough of Bristol; thence along the said line of the Borough of Bristol northerly, northeasterly, southwesterly and along Green Lane to the Pennsylvania Turnpike; thence along the said Pennsylvania Turnpike northwesterly to the Bristol-Oxford Road; thence along the said Bristol-Oxford Road northerly to the said Mill Creek Road; thence along the said Mill Creek Road northeasterly to the Oxford Valley-Tullytown Road and place of beginning.
E. 
Fire District No. 5. Beginning at the intersection of Mill Creek Road with Levittown Parkway; thence along said Mill Creek Road southwesterly to Bristol-Oxford Road; thence along Bristol-Oxford Road northerly to the Newportville-Fallsington Road; thence along the said Newportville-Fallsington Road northeasterly to the Edgely Road; thence along the said Edgely Road northwesterly to the line of the Township of Middletown; thence along the said line of the Township of Middletown northerly to the Wistar Road and line of the Township of Falls; thence along the said Wistar Road and along the line of the Township of Falls northeasterly, southeasterly and southwesterly to the Oxford Valley-Tullytown Road aforesaid; thence along the said Oxford Valley-Tullytown Road southeasterly to the said Mill Creek Road and place of beginning.
F. 
Rescue Squad District No. 6: Beginning at the intersection of the Neshaminy Creek with the Delaware River; thence along the same Neshaminy Creek in a northerly direction to Zimmerman Lane; thence along Zimmerman Lane southeasterly to the Newportville-Fallsington Road; thence along the said Newportville-Fallsington Road northeasterly to Veterans Highway (Route 413); thence along said New Rodgers Road in a southern direction to the Pennsylvania Turnpike overpass; thence along the Pennsylvania Turnpike in an easterly direction to Bristol Pike (Route 13); thence along the said Bristol Pike in a northerly direction to Edgely Road; thence along Edgely Road in an easterly direction to Beaver Dam Road; thence along the said Beaver Dam Road in a northerly direction to Edgely Avenue; thence along Edgely Avenue in an easterly direction to Radcliffe Street; thence along Radcliffe Street in a northerly direction to Riverview Avenue; thence along Riverview Avenue in an easterly direction to the Delaware River; thence along the Delaware River to the Borough of Bristol northerly, northeasterly, southwesterly and place of beginning.
G. 
Rescue Squad District No. 7: Beginning at the intersection of Newportville-Fallsington Road and Veterans Highway (Route 413) in a northeasterly direction on said Newportville-Fallsington Road to Edgely Road; thence along the said Edgely Road in a northwesterly direction to the Middletown Township line; thence along the said Middletown Township line northerly to Wistar Road and the Falls Township Line; thence along the said Wistar Road and Falls Township line northeasterly, southeasterly, and southwesterly to the Levittown Parkway Road aforesaid; thence along the said Levittown Parkway southeasterly to the Borough of Tullytown line; thence along the said line of the Borough of Tullytown southwesterly and southeasterly to the Delaware river; thence along the Delaware River in a southerly direction to Riverview Avenue (the Bristol Yacht Club); thence along River Avenue in a westerly direction to Radcliffe Street; thence along Radcliffe Street in a southerly direction to Edgely Avenue; thence along the said Edgely Avenue to Beaver Dam Road; thence along the said Beaver Dam Road in a southerly direction to Edgely Road; thence along the Edgely Road in an easterly direction to Bristol Pike (Route 13); thence along said Bristol Pike in a southerly direction to the Pennsylvania Turnpike; thence along said Turnpike in a westerly direction to Veterans Highway; thence along Veterans Highway in a northerly direction and the place of beginning.
A. 
Croydon Fire Co. No. 1 is hereby assigned to answer alarms and extinguish fires in Fire District No. 1
B. 
Newportville Fire Co. No. 1 is hereby assigned to answer alarms and extinguish fires in Fire District No. 2.
C. 
Third District Fire Co. is hereby assigned to answer alarms and extinguish fires in District No. 3.
D. 
Edgely Fire Co. No. 1 is hereby assigned to answer alarms and extinguish fires in Fire District No. 4.
E. 
Levittown Fire Co. No. 2 is hereby assigned to answer alarms and extinguish fires in District No. 5.
F. 
Bucks County Rescue Squad is hereby assigned to answer medical emergencies in EMS District No. 6.
G. 
Levittown Fairless Hills Rescue Squad is hereby assigned to answer medical emergencies in EMS District No. 7.
H. 
The Bristol Township Fire Rescue Department is authorized to respond to fire, rescue and/or medical emergencies throughout the Township any time the Department is on duty.
From and after the effective date of this article, no fire company or rescue squad shall answer any medical emergency, fire alarm, nor extinguish any fire in the Township of Bristol unless such company is expressly authorized to do so by an ordinance duly enacted by the Township Council of the said Township, in accordance with the rules and regulations ordained by the Township Council.
No fire company or rescue squad shall solicit funds in any district other than that, to which it is assigned by the Bristol Township Council to answer medical emergencies, alarms and extinguish fires.
From and after the effective date of this article, no fire company or rescue squad shall be eligible for an appropriation or contribution from the Council of the Township of Bristol unless:
A. 
The applicant shall have first obtained from the Council of the Township of Bristol a certification that in fact the need for an additional fire company or rescue squad, exists in a particular district within the Township;
B. 
A charter has been granted to said fire company or rescue squad by the proper court under the laws of the Commonwealth of Pennsylvania and its principal office is maintained within the boundaries of Bristol Township;
C. 
(Reserved) [Repealed by Ord. No. 2021-06].
D. 
Such fire company or rescue squad shall own at least one motorized apparatus which complies with today’s minimum standards such as, but not limited to, current NFPA standards or as licensed by the State Department of Health;
E. 
Such fire company or rescue squad shall have communications equipment capable of receiving and transmitting on the frequencies designated by the County of Bucks Department of Emergency Communications;
F. 
All apparatus owned by such companies shall meet the minimum requirements as set forth in subsection E of this section;
G. 
Such fire company or rescue squad shall have an adequate alarm system to alert its members;
H. 
The aforesaid communications system is approved by the Council of the Township of Bristol and, if required by law, Federal and State permits, licenses and/or approval are obtained;
I. 
Such fire company or rescue squad either owns or leases within the boundaries of the Township of Bristol a suitable building of sufficient size to house fully equipped, approved apparatus meeting the requirements set forth in subsection D of this section.
In assigned districts, the Chief or other ranking officer in charge of the fire company or rescue squad, assigned to the district in which the incident occurs shall be in full charge of all the personnel and equipment with respect to the situation and companies in operation at the incident. When deemed appropriate, the ranking officer from the fire company or rescue squad in which the incident occurs has the options to defer command of the incident to another capable incident commander.
A. 
Any fire company or rescue squad, which desires the right to answer alarms, medical emergencies, and extinguish fires in the Township of Bristol may make application to the Township Council, setting forth in detail its qualifications and its compliance with § 106-5.
B. 
Upon receipt of such application by the Township Council, the President of the Council shall promptly appoint a committee of three composed of one member of the Township Council who shall be Chairman, one member of an existing qualified fire company or rescue squad, and one member of the Office of the Fire Marshal who is not a member of any existing fire company or rescue squad. This committee shall fully investigate the application and render its report to the Township Council within six weeks after its appointment. The Township Council shall act upon the application within four weeks after the report of the committee is received.
A. 
Each qualified fire company and rescue squad shall keep or cause to be kept complete records of all incidents and such other information as the Township Council may request from time to time.
(1) 
Each qualified fire company within Bristol Township shall utilize the same incident reporting system as directed and approved by the Township Council.
(2) 
Each qualified rescue squad shall utilize an approved incident data collection system as required by the Pennsylvania Department of Health.
B. 
Each qualified fire company or rescue squad shall submit an annual report to the Township Council not later than the 20th day of December of each year, which report shall, as of December 1st of that year, give the following information for the period covering the preceding 11 months:
(1) 
A statement of its financial condition.
(2) 
An itemized list of its major equipment.
(3) 
An itemized list of the alarms and other calls answered.
(4) 
An itemized list of equipment which has become obsolete or has been replaced.
(5) 
Such other information as the Township Council may request.
C. 
A meeting involving all Bristol Township Emergency Services shall be scheduled quarterly. The Bristol Township Fire Marshal/Chief/Emergency Management Director or their designee shall schedule and facilitate the quarterly meetings. The following persons shall be invited to participate in the quarterly meetings:
(1) 
A representative from the Department of the Fire Marshal, Fire Rescue and Emergency Management;
(2) 
The chief officers of all volunteer fire companies serving Bristol Township;
(3) 
The chief officers of all emergency medical services agencies serving Bristol Township;
(4) 
A supervisor from the Bristol Township Police Department; and
(5) 
A representative from the Bristol Township Council.
A. 
The Council of the Township of Bristol hereby approves and authorizes the fire companies and rescue squads approved by the Council to participate in the following ancillary activities in addition to those activities recognized under 73 P.S. 601(a)(1) of the Pennsylvania Worker Compensation Act:
(1) 
Parades;
(2) 
Standby and cover assignments;
(3) 
Fundraisers such as breakfast, dinner parties and other similar fundraising activities;
(4) 
Training and other work details under the Chief’s direction.
B. 
Further, the members of the fire companies and rescue squads may engage in the foregoing approved ancillary activities; and further under no circumstances will the fire companies and rescue squads be permitted to participate in any ancillary activities where members of the fire companies or rescue squads are serving, selling or distributing alcoholic beverages.
