The purpose of this district is to provide for higher density
residential development by permitting a variety of residential uses,
and to protect these uses from the negative impacts of incompatible
land uses.

A building may be erected or used, and a lot may be used or
occupied, for any of the following purposes, and no other:
A. Uses permitted
by right. The following uses are permitted by right:
(1) (A1)
Single-Family Detached.
(2) (A2)
Two-Family Dwelling.
(3) (A3)
Single-Family Attached Dwelling.
(7) (B11)
Municipal Services.
(8) (B12)
Public Park/Public Recreational Facility.
(10) (G1i)
No-Impact Home-Based Business.
B. Conditional uses. The following uses may be permitted as authorized by Council in accordance with the standards contained in §
205-178 of this chapter.
(1) (A8)
Age-Qualified Residential Community.
Unless a greater area or dimensional requirement is listed in Article
III, Use Regulations, for a specific use, all uses in the R-4 District, except Two-Family Dwelling (Use A2) and Single-Family Attached Dwelling (Use A3), shall meet the following requirements. For area and dimensional requirements for Use (A2) Two-Family Dwelling and Use (A3) Single-Family Attached Dwelling, refer to §§
205-33 and
205-34, respectively.
A. Minimum
lot area: 5,000 square feet
B. Minimum
lot width: 50 feet
C. Maximum
building area: 30%
D. Maximum
impervious surface ratio: 40%
E. Minimum
yards:
(2) Side:
two yards with aggregate width of 14 feet, neither less than six feet.
(4) Comer
lot: two front yards, one along each street, each having a depth of
not less than 25 feet.
(5) Double
frontage lots: two front yards, one along each street, each having
a depth of not less than 25 feet.
Unless a greater area or dimensional requirement is listed in Article
III, Use Regulations, for Two-Family Dwelling (Use A2), such use in the R-4 District shall meet the following requirements:
A. Minimum
lot area: 4,000 square feet per dwelling
B. Minimum
lot width: 35 feet per dwelling
C. Maximum
permitted density: six dwelling units per acre of net lot area.
D. Maximum
building area: 30%.
E. Maximum
impervious surface ratio: 40%.
F. Minimum
yards:
(2) Side:
one side yard not less than 12 feet for each dwelling unit.
(4) Comer
lot: two front yards, one along each street, each having a depth of
not less than 25 feet.
(5) Double
frontage lot: two front yards, one along each street, each having
a depth of not less than 25 feet.
H. Minimum
area of open space: 25% of the net lot area.
