The provisions of any City law in conflict with any provision of this Part 2 are hereby repealed.
Articles II, III, V, IX, XII, XIII, XIV and XV shall apply in all incorporated areas of the City. Articles IV, VI, VII, VIII, X and XI shall apply only in incorporated areas of the City which are also within the service area of the POTW.
