The intent of this chapter is to provide for safe pedestrian travel
and to protect pedestrian traffic from the hazards associated with skateboards,
in-line skates, rollerblades, and bicycles in and around the City's commercial
core where conflicts are more likely to occur between pedestrians and this
type of recreational equipment due to greater pedestrian traffic.
As used in this chapter, the following terms shall have the meanings
indicated:
BICYCLE
Every one-, two- or three-wheeled device upon which a person or persons
may ride, propelled by human power through a belt, chain or gears. This definition
shall not include tricycles with solid tires and intended for use only upon
a sidewalk by preteen-age children.
SIDEWALKS
That portion of the street normally used for pedestrian traffic,
exclusive of crosswalk areas.
SKATEBOARD
A narrow board of wood, plastic, fiberglass or similar materials
with roller-skate or other type of wheels attached to each end and used for
gliding or moving on any surface.
