The Borough of Glenolden does hereby signify its intention to organize an Authority, together with the Townships of Ridley, Springfield and Upper Darby and the Boroughs of Folcroft, Clifton Heights and Norwood, under the provisions of the Acts of Assembly and the amendments and supplements thereto.
The proper officers are hereby authorized and directed to organize the said Authority in conjunction with the proper officers of the aforesaid townships and boroughs and, together with the aforesaid officers, to execute the Articles of Incorporation and to file the same with the Secretary of the Commonwealth of Pennsylvania, as provided by law.
The said Articles of Incorporation shall be as follows.[1]

The said Authority shall have no power at any time or in any manner to pledge the credits or taxing power of the Borough of Glenolden, nor shall any of its obligations be deemed to be obligations of the Borough of Glenolden, nor shall the said Borough be liable for the payment of principal or of interest on any such obligations.
Any and all obligations or commitments of the existing Sewer Board of the Borough of Glenolden as provided under Ordinance No. 344 of the said Borough, approved September 28, 1936, hereinbefore assumed or incurred or hereinafter assumed or incurred, shall, upon incorporation of the said Authority, be assumed in full by the said Authority, and shall become and be the sole obligation and liability of the said Authority without liability of whatsoever nature upon the Borough of Glenolden.[1]

Editor's Note: Ord. No. 501, adopted and approved 6-12-1952, authorized the execution of an agreement by the proper officers of the Borough of Glenolden with the other participating municipalities and with the Muckinipates Authority providing for the construction by the Authority of a sewage treatment plant on a tract of land owned by the Authority in the Borough of Norwood.
The provisions hereof shall be operative when all other municipalities, as above set forth and which are included in the present Sewer Board, as aforesaid, are members of the aforesaid Authority.
