No person, firm or corporation shall engage in or carry on the business or occupation of gathering, collecting, buying or selling junk or old rags within the Borough without first making application for and obtaining from the Borough Secretary or other appointee, at an annual charge therefor of $1, a license to engage in or carry on said business within the Borough, which license shall be valid for the period of one year from the time of its issuance.
Such application shall set forth the name or names and places of residence or business of the applicant, and such other information as may be deemed necessary, and shall also state whether a wagon, pushcart or other vehicle is to be used in carrying on the said business or occupation.
Every person, firm or corporation so licensed and using a wagon, pushcart or other vehicle in carrying on the said business or occupation within the Borough shall have such vehicle conspicuously marked on both sides thereof, in plain English letters not less than three inches high, with the name and address of such person, firm or corporation.
Every person so engaged in carrying on said business or occupation within the Borough shall be required to have his said license with him at all times and shall be required to exhibit the same upon demand of any police officer or other official of the Borough.

Any person violating any of the provisions of this chapter shall, upon conviction before a District Justice, be punishable by a fine of not more than $50 and costs and, upon default in payment of the fine and costs, by imprisonment for not more than five days.
