For the purpose of obtaining a uniform system of numbering, it is assumed that Chester Avenue runs north and south and that Ashland Avenue runs east and west. Chester Avenue shall be the dividing line north and south and Ashland Avenue the dividing line east and west.
The numbering will be by blocks or squares, each succeeding block or square advancing 100 in numbers without regard to the numbers in the preceding block. The even numbers will be placed on the south and west sides of the streets and the uneven numbers on the north and east sides. Numbers will be based on a frontage of 25 feet for each number, unless it shall be found necessary to vary this on account of circumstances.
All dwellings and other buildings throughout the Borough must be numbered by the owners thereof in accordance with the above provisions. The numbers must be put up securely and maintained in such position as to be plainly visible from the sidewalk in front of the building.

All buildings must be numbered as above provided, and any person or persons neglecting or refusing to place the proper numbers on his or her property within 10 days after the delivery of written notice to the premises or the posting of written notice thereon will be subject to a fine of not less than $5 nor more than $25, provided that, upon the owner's neglect or refusal to place the proper numbers on a building as herein provided, the Borough shall provide for the numbering of the building, and the owner shall be liable for the expense thereof, in addition to being subject to the fine herein provided.
