As used in this chapter, the following terms shall have the meanings
indicated:
DWELLING UNIT
Any structure or part thereof designed to be occupied as living quarters.
HEAT DETECTOR
The minimal permissible heat detector shall be one approved by the
Underwriters' Laboratories, Inc., (UL) and installed in conformity with
National Fire Protection Association's (NFPA) latest standards.
SMOKE DETECTOR
The minimal permissible smoke detector shall be one approved by Underwriters'
Laboratories, Inc., (UL), installed in conformity with the National Fire Protection
Association's (NFPA) latest standards and shall be powered by ordinary
current with battery backup.

This chapter shall apply to all dwelling units in the Borough of Glenolden.
From and after the effective date of this chapter, any dwelling unit
constructed, sold or leased or any building in which a dwelling unit is sold
or leased must be equipped, as hereinafter specified, with one or more heat-
or smoke-detecting devices prior to occupancy thereof by the new owner and/or
lessee.
The owner or owners of any dwelling unit or multiple dwelling unit building
shall be required to act as follows:
A. In the case of new construction, reconstruction or additions
to a dwelling unit, all smoke detectors or heat detectors shall be properly
recorded on the construction plan prior to issuance of a building permit.
B. In the case of a change in occupancy or ownership of
a single or multiple dwelling, prior to the issuance of a certificate of occupancy,
the owner shall notify the Borough of the number and location of all smoke
and/or heat detectors.
The Code Enforcement Officer shall make any and all reasonable inspections
of dwelling units and/or buildings containing multiple dwelling units, ensuring
compliance with the requirements of this chapter.
Any owner who shall fail, neglect or refuse to comply with any of the
terms or provisions of this chapter shall, after conviction before a District
Justice, be subject to a fine not to exceed $100 for each day of violation
and costs for each such offense or to undergo imprisonment for not more than
30 days.

There shall be a permit fee of $20 per unit for installing hard-wired
smoke detectors.
