The sanitary sewers in the Borough of Glenolden and the plumbing in any building connected therewith shall be used only in such manner and for such purposes as permitted by the Borough Council of the Borough of Glenolden.
No person, firm or corporation shall, after the effective date of this article, install or permit the installation of any food or garbage grinder, chopper or disposal unit in any building in the Borough of Glenolden which will or may result in or permit the discharge into any drain, pipe or receptacle connected with a public or private sewer of any garbage, food, papers, rags, vegetable parings, cinders, food remains, flammable, combustible or poisonous liquids or kitchen or household refuse, of any kind, whether whole, ground, chopped or otherwise processed or treated.

Any person, firm or corporation violating the provisions of this article shall be subject to and pay a penalty of not less than $10 nor more than $100 for any such offense, to be recovered as other fines are collected, and upon default in payment thereof, shall undergo imprisonment in the county jail for a period not exceeding 10 days.
The Board of Health of the Borough of Glenolden shall have the power as a body or by committee, as well as the Health Officer, together with their assistants, subordinates, workmen or others appointed by them or by Borough Council, to enter at any reasonable time upon any premises in the Borough to inspect said premises to determine whether this article has been violated and also whether such disposal units are installed in said premises, and the Board of Health shall have the power of enforcing this article by abatement as set forth in the Borough Code.
