It shall be unlawful for any owner or occupier of land bounding or abutting upon any of the streets, roads, lanes or alleys within the Borough in which a sewer has been laid at the expense of the Borough, to discharge fecal matter, wastewater from the house or other building erected thereon or any kitchen, bathroom or water closet waste, on or over the surface of said land or into any vault or depression of the ground, whether artificial or otherwise, or into any of the streets of said Borough, except through a connection to said sewers made under existing ordinances.[1]

It shall be unlawful for any person to have or cause to exist or suffer to remain upon his premises in said Borough any noisome or offensive matter for more than the space of 12 hours.
It shall be unlawful for any person to permit stagnant water to collect or lay upon his premises or upon any open or unenclosed lot belonging to him, or to permit any privy, stable or manure pit belonging to him to become noisome or offensive.
It shall be unlawful for any person to permit the paved or other sidewalk or footway in front of or connected with and belonging to his premises in said Borough to become obstructed with ashes, rubbish, grass, dirt or weeds, or to permit rubbish to accumulate or high grass or weeds to grow upon any vacant or unimproved lot.

For any violation of any of the provisions of this chapter, which is enacted for the preservation of the public health and cleanliness of the Borough, the offender shall be liable, upon conviction thereof on the complaint of any citizen or officer, to pay a fine of not less than $1 nor more than $50, in the discretion of the District Justice imposing the same, to be collected, besides the costs of the suit, as fines and penalties are by law collectible.

The Health Officer shall charge an inspection fee, as established by Borough Council, for the inspection of any premises in conjunction with his/her duties as Health Officer under the laws and regulations of the Commonwealth of Pennsylvania. The fee for such inspection shall be set from time to time at the discretion of Borough Council by resolution.
