As a general requirement, each use in the Borough shall provide sufficient off-street parking area to serve its users.
A. 
Subject to the general requirement for off-street parking, off-street parking space with proper and safe access from a street shall be provided in all districts in the amounts indicated below. Such parking space shall be provided on any lot on which a dwelling is hereafter erected or converted or, in the case of any other use, on the lot on which any main building is hereafter erected or converted. Nothing in this section shall be construed to prevent the collective provision of off-street parking facilities for two or more buildings or uses on the same lot, provided that the total of such off-street parking facilities provided collectively shall not be less than the sum of the requirements of the individual buildings or uses computed separately. In no case shall the number of parking spaces provided or the area devoted to parking be less than the minimum requirements of this section. A parking space for the purpose of this section shall be 9 1/2 feet by 18 feet. For nonresidential buildings and uses, parking lots shall be lined to show access lanes and parking spaces. No part of this section shall be construed as to permit any use or building otherwise not permissible.

Theater, auditorium, stadium, assembly hall, gymnasium or recreation building
1 space per 4 seats, or 1 space per 150 square feet of floor area, whichever is applicable to the facility
Indoor or outdoor commercial recreation
1 space for each 150 square feet of building floor area and/or ground area devoted to such use or 1 space per 4 seats, whichever is applicable to the facility
Churches
1 space per 5 seats
Eating and drinking places
1 space per 3 seating accommodations, plus 1 space per 2 employees on the shift of the greatest employment
Retail stores
1 space per 200 square feet of sales area, plus 1 space per 2 employees on the shift of the greatest employment
Offices, clinics and financial institutions
1 space per 300 square feet of floor area, plus 1 space per 2 employees on the shift of the greatest employment. Drive-in banking facilities must allow for the safe and convenient stacking of 8 cars
Wholesale sales and storage
1 space per 400 square feet of floor area, plus 1 space per 2 employees on the shift of the greatest employment
Industry
1 space per employee on the shift of the greatest employment
Schools
1 space per 20 seats in an elementary school; 1 space per 10 seats in all other schools
Private kindergarten, child institutional, or day-care facility
1 space per 500 square feet of floor area, plus 1 space per employee on the shift of the greatest employment
Motor vehicle service station or public garage
1 space per 150 square feet of floor or ground area devoted to repair, sales or service facilities
Car wash establishment
A waiting or stacking area on the lot for incoming automobiles, accessible to the entrance end of the washing equipment, to accommodate at least 20 automobiles for each lane provided in the washing area, plus an area on the lot beyond the exit end of the washing equipment for at least 8 automobiles for each lane provided in the washing area; also, 1 space per 3 employees based on the maximum number of employees at any one time, but in no case less than 3 spaces
Hospital, sanatorium, or nursing home
1 space per 3 beds intended for patients (except bassinets or beds in student nurses' quarters), plus 1 space per medical staff member, plus 1 space for each 2 employees on the shift of the greatest employment
Bowling alley
5 spaces per alley
Social, fraternal, social service, union, and civil organization buildings
1 space per 100 square feet of assembly area
Funeral home
1 space per 60 square feet of floor area available for seating or public assembly, plus 1 space per employee
All other uses
1 space per 200 square feet of floor area, plus 1 space per 2 employees on the shift of the greatest employment
All driveways and parking areas shall be constructed of an approved surface (concrete, bituminous concrete or interlocking paving blocks), as per Borough specifications, in a workmanlike and reasonably skilled manner. All driveways and parking areas shall be maintained in good condition and shall be of a dustless, all-weather and all-season quality.
No driveway or parking areas shall be more than 10 feet in width in front of the front building line nor more than 20 feet in width behind the front building line. A driveway in front of the front building line may, however, be up to 20 feet in width with the approval of the Parking Permits Review Committee. A driveway may exceed this width limitation only insofar as it is required for access to a multivehicle garage. Each residential building (excluding accessory buildings) shall have no more than one driveway, and all parking spaces must be a part of the driveway. Common driveways for the use of two residential buildings detached from one another are prohibited.

In no case shall a person park a motor vehicle on a walkway, sidewalk or an unapproved surface, including but not limited to grass or a lawn or lawns.
Parking of a motor vehicle is prohibited in those places where such parking would obstruct a means of ingress or egress to a building.
