Wherever the following words and expressions are used in these
specifications and regulations, they shall have the meaning as defined
below.
CERTIFICATE OF COMPLETENESS
The written approval, issued by the Highway Superintendent,
stating that all requirements both for construction and performance
have been complied with.
DEAD-END STREETS
Shall be defined to mean an unbroken length of surface running
from and including its nearest intersecting street.
DEVELOPMENT or SUBDIVISION
The division of any parcel of land into two or more lots,
plots, sites or other divisions of land for immediate or future sale
or for building development in such a way as to create one or more
new roads or streets or new extensions to existing roads or streets.
HIGHWAYS, ROADS or STREETS
The whole strip of land for the use of the traveling public
bounded by the property lines on either or both sides.
ITEMS OF CONSTRUCTION
Under these specifications the developer or contractor is
required to do all work enumerated under the different items of these
regulations and specifications.
LENGTH OF ROADWAY
A length of road shall be defined to mean an unbroken and
complete length of regulated surface running from and to and including
its intersecting streets, as the case may be.
MATERIALS FOR CONSTRUCTION
Any approved material approved by the Highway Superintendent
and conforming to the requirements of the specifications.
PERFORMANCE BOND
The bond required by the Planning Board of the Town of Hempstead
sufficient to cover the full cost of the improvements as mentioned,
or as more fully described in Article 16, Section 277, "Approval of
plats: additional requisites," of the Town Law, and as required by
the Superintendent of Highways of the Town of Hempstead or the Town
Board for the acceptance of streets into the Town highway system pursuant
to Subdivision (c) of Section 280 of the Town Law.
SPECIFICATIONS
The body of directions, requirements, etc., contained herein,
together with all documents of any descriptions and agreements made
pertaining to the methods and manner of performing the work mentioned.
STREET SIGNS OR MARKERS
A highway, road or street sign for a particular purpose and
place, when and where directed.
TOWN ROAD SYSTEM
All roads, streets, highways, lanes or rights-of-way within
the Town of Hempstead (outside of incorporated villages) maintained
by the Town Highway Superintendent.
TYPICAL SECTION
An official drawing or plan pertaining to the work and methods
relative to roads, highways or streets.
WIDTH OF ROADWAY
Shall be defined to mean the distance as measured from property
line to property line within which shall be included the regulation
and construction of all appurtenances necessary for a complete regulated
road, highway, street or intersection. A road or street shall be inclusive
of sidewalks, curbs, catch basins, drains and appurtenances, street
signs, markers and street trees.
All street paving, curbs, gutter slabs, sidewalks and driveway
aprons shall be constructed in accordance with specifications for
subdivisions as prepared by the Nassau County Department of Public
Works and in effect at the time of final approval of the plat. Detailed
specifications will be supplied. The general types, thickness and
other requirements are as follows:
A. Pavement specifications. (Applicable to minor residential streets
only. For secondary or feeder streets and major roads, standard specifications
of the Nassau County Department of Public Works shall apply.)
(1) Bituminous-type pavement.
(a)
Base.

Macadam base of broken stone, penetrated with a bituminous material
to a compacted thickness of 4 1/2 inches. Or
[2]
Broken stone base filled with sand mechanically bonded to a
compacted thickness of 4 1/2 inches. Or
[3]
Concrete base by proportionately mixing by weight one part portland
cement, three parts sand and six parts screened gravel or broken stone
five inches thick.
(b)
Top wearing course. Bituminous concrete compacted to a minimum
thickness of 1 1/2 inches, with the exception of the concrete
base, in which case the compacted thickness shall be a minimum of
one inch.
(2) Concrete pavements.
(a)
A six-inch portland cement reinforced concrete pavement mixed
proportionately using one part portland cement with two parts washed
sand and four parts broken stone aggregate measured separately by
weight.
(b)
Curbs. Curbs shall be 18 inches in depth with five inches extending
above the water line and six inches in width at the top expanding
to a width of seven inches at the water line and continuing at that
width to the bottom. The curb shall be constructed of concrete with
a 1:2:4 mix.
(c)
Gutter slab. A gutter slab of concrete will be required in conjunction
with the bituminous-type pavement where the gradient is 0.4% or less,
and shall be constructed three feet wide adjacent to the curb and
conforming to the concrete paving specifications given above.
(d)
Sidewalks. Sidewalks shall be four inches thick and at least
four feet wide, constructed of one-course concrete with a 1:2:4 mix.
Where the sidewalk is laid in driveway entrances, it shall be six
inches thick.
(e)
Driveway aprons. Driveway aprons shall be six inches thick,
10 feet in width at the face of curb and seven feet in width at the
property line, with a step in the face of curb of one inch, constructed
of one-course concrete using a 1:2:4 mix.
B. The foregoing specifications are subject to change by the Superintendent
of Highways at any time.

Any person or persons, association or corporation committing an offense against this Part
2 or any section or provision thereof is guilty of a violation punishable by a fine not exceeding $250 or imprisonment for a period not exceeding 15 days for each such offense, or by both such fine and imprisonment.

A. Street signs and street markers and/or directional and safety signs
shall be placed and set where directed by the Town Engineer.
B. One street marker shall be placed at each intersection and shall
be located, where possible, on the northeast corner of said intersection
at the junction of the highway lines. Street markers bearing the names
of streets shall be on metal brackets with metal posts or metal brackets
affixed to metal ornamental light poles as directed by the Town Engineer.
The type of sign or signs to be erected shall be as directed by the
Town Engineer in accordance with the following specifications:
(1) Metal brackets shall be all cast aluminum with a five-and-twenty-five-hundredths-inch
blade holder. The signs shall consist of a six-inch extruded blade,
with an estimated weight of 0.951 pounds per linear foot. The blade
shall be covered with green high-intensity reflective sheeting, and
lettering shall be silver high-intensity. All work shall be in accordance
with the Manual of Uniform Traffic Control Devices.
(2) Metal posts shall be plain, round, straight one-piece aluminum, standard
weight alloy 6063-T6, 2.500 inches inside diameter by 2.875 inches
outside diameter by 10 feet long. One three-and-four-tenths-by-eight-inch
aluminum shaft sleeper and hole (snug fit) and one one-half-inch weep
hole (not cut through) shall be provided at the bottom of each. One
one-sixteenth-inch chamfered edge shall be provided on the top side
of each pole. The sleeper shall be four inches from the bottom of
pole, and the weep hole shall be two feet six inches from the bottom
of the pole. The pole shall be two feet two inches in the ground with
a concrete footing.
(3) Dead-end streets shall be equipped with the standard conventional
street marker, set as directed by the Town Engineer.
C. Whenever conditions warrant the erection of additional signs for
particular purposes and conditions which are not specified by this
section, the developer or contractor shall place and erect such signs
as directed by the Town Engineer which are in reasonable compliance
with law.
