GENERAL REFERENCES

There is hereby established the Carteret Emergency Medical Services to provide EMS/ambulance services for the Borough of Carteret. The Carteret EMS shall be created, established, and maintained in conformance with the standards for licensure promulgated by the New Jersey Department of Health and Senior Services.
A. 
The Carteret EMS shall be the primary EMS/ambulance service for the Borough from 6:00 a.m. to 6:00 p.m., Monday through Sunday.
B. 
The Carteret Volunteer First Aid Squad shall be the primary EMS/ambulance service for the Borough from 6:00 p.m. to 6:00 a.m., Monday through Sunday.
C. 
The Borough's Chief Executive Official may hereafter designate the respective scope of responsibility for the provision of said program services.

A. 
The Carteret EMS shall be under the general supervision and direction of the Fire Committee of the Borough Council.
B. 
All emergency medical technicians (EMTs) and other EMS personnel shall be subject to the direct orders and supervision of the head of the Carteret Fire Department.
C. 
The head of the Carteret Fire Department shall be directly responsible to the Borough Council and the Fire Committee for the efficiency and day-to-day operations of the Carteret EMS, and he shall, pursuant to policies that may be established from time to time by the Borough Council and/or the Fire Committee:
(1) 
Formulate and implement standard operating procedures for the Carteret EMS in accordance with the licensing requirements of the New Jersey Department of Health and Senior Services;
(2) 
Develop, administer and enforce standard operating directives, rules and regulations, standing orders, and/or special emergency directives, etc., for the operation, maintenance, regulation and control of the Carteret EMS;
(3) 
Prescribe the duties and assignments of all EMTs and other Carteret EMS personnel;
(4) 
Delegate such of his authority as he may deem necessary for the efficient operation of the Carteret EMS to be exercised under his direction and supervision; and
(5) 
Report at least monthly to the Borough Council on the operation of the Carteret EMS during the proceeding month and make such other reports as may be requested by the Borough Council and/or the Fire Committee thereof.
