There shall be a Human Relations Commission consisting of nine Commissioners, to be appointed by the Borough Council. Each Commissioner shall serve without compensation. Each Commissioner shall serve for a period of three years. Three of the initial appointees shall serve for a term of three years, two of the initial appointees shall serve for a term of two years and two of the initial appointees shall serve for a term of one year. The initial term for the Commissioners shall be decided by the drawings of lots by the Borough Clerk.
A. 
The Council Commission shall attempt to foster, through community efforts or otherwise, good will, cooperation and conciliation among the group and elements of the inhabitants of the community. The Commission is hereby empowered to make recommendations to the Borough Council for the development of policies and procedures in general and for the programs of formal and informal education that will aid in eliminating all types of discrimination based on race, creed, color, national origin, ancestry, age, marital status or sex.
B. 
The Council shall offer aid to the Borough Administration in implementing the New Jersey Law Against Discrimination N.J.S.A. 10:5-1 et seq.
The Commission will meet at least once per month during the months of January through June and September through November, and at such other times as the members of the Commission shall determine. The Commission shall establish its own bylaws.
