All governmental buildings and facilities within the Borough of Carteret are hereby declared to be smoke-free environments, and all smoking is hereby banned and prohibited in accord with the provisions of N.J.S.A. 26:3D-46.
As used in this article, the following terms shall have the meanings indicated:
SMOKING
The burning of a lighted cigar, cigarette, pipe or any other matter or substance which contains tobacco.
Any person who violates the provisions of this article shall be subject to a fine not to exceed $25.

The smoking of tobacco products, particularly including cigarettes, is hereby prohibited on the grounds of any Borough sports or ball field, public park during designated public events, or on other designated public property, except in those specific areas as may be identified as permitted smoking areas.
Any violations of this article shall be subject to the violation and penalty provisions of § 1-17 of this Code.
