A. 
This chapter is enacted for the following purposes: to promote the health, safety, morals and general welfare of the inhabitants of the Borough of Glenolden by preventing, correcting and preserving the integrity of buildings, parts of buildings and property, and, as a direct result, maintaining the neighborhood qualities. It is not the intent hereof to apply these requirements to the standards, which are the basis for the issuance of a certificate of occupancy, required by Chapter 61 or Chapter 93 of the Code of the Borough of Glenolden.
B. 
This chapter is an ordinance establishing the minimum regulations governing the condition and maintenance of all property, buildings and structures by providing the standards for supplied utilities and facilities and other physical things and conditions essential to ensure that structures are safe, sanitary and fit for occupation and use and providing the standards for the condemnation of buildings and structures unfit for human occupancy and use and the demolition of such structures. This chapter is to be known as the “Property Maintenance Code.”
A certain document three copies of which are on file in the office of the Secretary of the Borough of Glenolden, being marked and designated as the International Property Maintenance Code as published by the International Code Council, Inc., be and is hereby adopted as the Property Maintenance Code of the Borough of Glenolden, in the State of Pennsylvania, for control of structures as herein provided, and each and all of the regulations, provisions, penalties, conditions and terms of said Property Maintenance Code are hereby referred to, adopted, and made part thereof, as if fully set out in this chapter, with the additions, insertions, deletions and changes, if any, prescribed in § 53-3 of this chapter.
The following sections are hereby revised by the insertion of the following:

Section 101.1. Borough of Glenolden.
B. 
Section 103.6. Fee Schedule, The fee for inspection shall be established by a resolution, as Council may from time to time adopt.
C. 
Section 303.14. May 1st to October 15th.
D. 
Section 602.3. September 15th to May 1st.
E. 
Section 602.4. September 15th to May 1st.
Any and all ordinances or parts of ordinances in conflict herewith are hereby repealed.
Nothing in this chapter or in the Property Maintenance Code hereby adopted shall be construed to affect any suit or proceeding impending in any court, or any rights acquired, or liability incurred, or any cause or causes of action acquired or existing, under any act or ordinance hereby repealed as cited in § 53-4 of this chapter; nor shall any just or legal right or remedy of any character be lost, impaired or affected by this chapter.
