Editor's Note: This ordinance also repealed former Ch. 58, Recreation Board, adopted 3-18-1958 by Ord. No. 316, Section III of this ordinance provided that Ch. 138, Memorial Field, shall not be deemed to have been amended in any respect by this ordinance.
The Township Committee of the Township of Wyckoff, deeming it necessary for the proper and efficient conduct of the affairs of the municipality, and particularly to create a system of recreation programs designed to amuse, entertain and improve the physical fitness and to bring into closer harmony and relationship the Township of Wyckoff as a whole, the neighborhoods making up that community and the families abiding therein, does hereby establish and create a Recreation and Parks Department.

Said Department shall be composed of nine members and two alternate members, who are citizens and residents of the Township of Wyckoff, and other employees and assistants of the Township of Wyckoff as may be determined by the Township Committee and the Township Administrator, including the Director of Recreation and Parks Department, who shall be appointed annually.

Said nine members, who shall be known as "Department members", and two alternate members shall be appointed by the Township Committee. Alternate members shall be designated at the time of appointment as "Alternate No. 1" and "Alternate No. 2." Alternate members may participate in discussions of the proceedings, but may not vote except in the absence or disqualification of a Department member. A vote shall not be delayed in order that a Department member may vote instead of an alternate member. In the event that a choice must be made as to which alternate member is to vote, Alternate No. 1 shall vote.

Department members first appointed shall be appointed for terms of one, two and three years, respectively, from January 1989, so that the term of at least one member and not more than three members shall expire in each year. All terms of members appointed thereafter shall run from the first day of January in each year hereafter and shall be for the term of three years. The term of Alternate No. 1 first appointed shall run from the date of appointment to December 31 of the year immediately following the year in which Alternate No. 1 is first appointed. The term of Alternate No. 2 first appointed shall run from the date of appointment to December 31 of the year in which Alternate No. 2 is first appointed. The term of Alternate No. 1 appointed thereafter shall run from the first day of January in each year and shall be for a term of two years, and the term of Alternate No. 2 appointed thereafter shall run from the first day of January in each year and shall be for a term of one year.
Vacancies shall be filled for the unexpired term only. Members shall serve until their respective successors are appointed and shall qualify. Members shall receive no compensation for their services.
The Township Committee shall, with the assistance and recommendations of the Township Administrator and the Recreation and Parks Department, operate, maintain and improve the recreational facilities and plan and coordinate all recreational programs conducted by the Township. In furtherance of these purposes, the Township Committee shall:
A. 
Annually, by resolution, establish fees to be charged for the use of recreational facilities and participation in recreation programs.
B. 
By resolution, establish rules and regulations governing the operation of recreation activities and the conduct of persons entering park premises, using recreational facilities and participating in recreational activities.
C. 
Establish a membership policy for participation in, and use of, recreational facilities and activities.
D. 
Establish a policy for the use of parks and recreation facilities by groups applying for reserved spaces for such recreation activities as picnics and other activities.
E. 
Establish a policy for the selection and hiring of required personnel, for the operation of Township recreational facilities and programs and the determination of the wage and salary scales for such personnel.
All rules and regulations presently in force and effect pertaining to recreational activities, conduct of persons using recreational facilities, membership policies and fees or other regulations pertaining to recreational facilities shall continue in full force and effect under this chapter until further order of the Township Committee by appropriate resolution.
Rules and regulations governing the conduct of persons entering park premises using recreational facilities and participating in recreational activities upon adoption by resolution of the Township Committee shall become a part of this chapter, and any person who shall violate any of the provisions of this chapter or any rule or regulation promulgated hereunder shall, upon conviction, be punished by a fine not to exceed $1,000 or by imprisonment in the County jail for a period not to exceed 90 days, or both, in the discretion of the Judge of the Municipal Court of the Township of Wyckoff.
