For the purposes of Part 1 of this chapter, the terms, phrases and words used herein shall have the meanings given herein, unless the context indicates otherwise. When not inconsistent with the context, words used in the present tense include the future; words in the plural number include the singular number; words in the singular number include the plural number; and the masculine shall include the feminine. In interpreting and applying the provisions of this Part 1, they shall be held to be the minimum requirements for the promotion of the public health, safety and welfare; the provisions shall be deemed cumulative; and in the event of a conflict, the provision which is most strict shall apply.

Whenever the phrase "Township Engineer" is used throughout Part 1 of this chapter, it shall be construed to be the Construction Code Official of the Township of Wyckoff as defined hereinabove.
