Certain offices of the Borough shall be filled by appointment unless otherwise specified; such appointments shall be made by the Mayor with the advice of and consent of the Council, including vacancies, which shall be for the unexpired term only. The method of appointment shall be as provided in N.J.S.A. 40:87-16.[1] The term for each office shall be as provided by statute and Borough ordinances.

A. 
Term. The Clerk is appointed for one year, commencing January 1 of the year in which he is appointed. Tenure may be obtained under N.J.S.A. 40:46-7.[1]

B. 
General duties. The Clerk shall attend all meetings of the Council, keep a correct record of all its proceedings, have the power and authority to take and administer oaths and affirmations in Borough matters, and perform all the functions of Municipal Clerks as specified by law. In addition, he shall perform such other duties as the Council may require.
C. 
Records. In addition to recording ordinances and resolutions of a permanent character, the Clerk shall have custody of and shall safely keep all records, books and documents of the Borough, except those committed by ordinance to any other office or transferred thereto by the Mayor and Council. He shall, upon request and upon the payment of the fees prescribed therefor by resolution of the Council, for the use of the Borough, furnish a certified copy of such paper in his custody, under the corporate seal of the Borough.
D. 
Filing of rules, regulations. All rules or general regulations made by any department, officer, agency or authority of the municipality shall be filed with the Clerk. The Clerk shall maintain a current compilation of all such rules and regulations, which shall be available for public inspection in his office during business hours.
E. 
Seal. The Clerk shall cause the corporate seal of the Borough to be affixed to instruments and writings when authorized by ordinance or resolution of the Council or when necessary to exemplify any document on record in his office or to certify any act or paper which, from the records in his office, shall appear to have been a public act of the Borough or a public document. He shall not affix the said seal or cause it to be affixed to any other instrument or writing or other paper, unless required by state statute or ordinance of the Borough of Prospect Park.
F. 
Duties regarding sureties, bonds, leases; reports required. The Clerk, subject to the supervision of the Mayor and Council, shall:
(1) 
Be the depository and custodian of all official surety bonds furnished by or on account of any officer or employee, all insurance policies upon or with respect to risks insured for the benefit of the Borough or to protect it against any claim, demand or liability whatsoever, and all formal contracts for work, labor services, supplies, equipment and materials to which the municipality may be a party.
(2) 
Be the depository for and have custody of all performance bonds running to the Borough as obligee, or any other form of security given by any contractor, subdivision developer or other persons on account of work done or to be done in or for the Borough.
(3) 
Have custody of all leases of property owned by the Borough.
(4) 
Report to the Council, at such time as may be required, on the coverage, premium and expiration date of each surety bond and insurance contract and the terms of leases and their expiration dates.
G. 
Additional duties. The Clerk shall also:
(1) 
Administer the provisions of the Borough ordinances with reference to the licensing of occupations and activities for which licenses are required by law or ordinance to be obtained from the Clerk.
(2) 
Keep a calendar of all matters pending before the Council.
(3) 
Issue certificates regarding the approval of land subdivisions which have been duly approved pursuant to N.J.S.A. 40:55-1.24.[2]

B. 
The Deputy Clerk shall perform all of the duties of an assistant Borough Clerk and, in addition thereto, shall have all the powers and perform all the duties of the Borough Clerk during such times and for such specific periods as the Borough Clerk shall be absent.
C. 
The Deputy Clerk shall be appointed by resolution of the Mayor and Council and shall be appointed for the term of one year, commencing January 1 of the year in which he is appointed.
There shall be a Judge of the Municipal Court of the Borough of Prospect Park. He shall be appointed by the Mayor with the advice and consent of the Council and shall serve for three years and until his successor has been appointed and qualified.
The Borough Treasurer shall be in charge of the custody of the general funds of the Borough. He shall be appointed by the Mayor with the advice and consent of the Council. His term shall be three years and until his successor has been appointed and qualified.
The Assistant Borough Treasurer shall assist the Borough Treasurer and exercise his powers during such periods as the Borough Treasurer shall be absent. His term shall be one year, beginning on January 1 of the year in which he is appointed and until his successor has been appointed and qualified.
A. 
Qualifications. To be eligible for appointment, the appointee shall hold a degree in civil engineering from a recognized college of engineering and be licensed in the State of New Jersey.
B. 
Duties. The Municipal Engineer shall perform the duties as required by law and the ordinances of the Borough of Prospect Park.
C. 
Appointment. The Municipal Engineer shall be appointed by the Mayor with the advice and consent of the Council.
D. 
Term. The term of office of the Municipal Engineer shall be three years and until his successor has been appointed and qualified.
The Street Foreman shall have general supervision of the care and maintenance of Borough property and facilities. He shall be appointed by the Mayor with the advice and consent of the Council. He shall be appointed annually and shall serve until his successor has been appointed and qualified.
The Building Inspector, designated the "Building Official" in the Building Code, shall inspect the construction and alteration of buildings and shall enforce requirements of the Building Code. He shall be appointed by the Mayor with the advice and consent of the Council. His term shall be one year from January 1 of the year in which he is appointed and until his successor has been appointed and qualified.
The Assistant Building Inspector shall assist the Building Inspector in the performance of his duties and shall perform the duties of the Building Inspector in the absence of the Building Inspector. He shall be appointed by the Mayor with the advice and consent of the Council. His term shall be one year from January 1 of the year in which he is appointed and until his successor has been appointed and qualified.
Designation to the office of Zoning Officer shall be made by the Mayor with the advice and consent of the Borough Council of the Borough of Prospect Park. The term of office shall be for one year, commencing on January 1 of the year in which appointed. Any vacancy in the office shall be filled by the Borough Council for the unexpired term only. The duties of the Zoning Officer are set forth in Chapter 235, Land Development, of the Code of the Borough of Prospect Park.
Appointive officials relative to the health regulations of the Borough are as set forth in Chapter 39, Health, Board of, of the Code of the Borough of Prospect Park. Such provisions cover the appointment and the terms of office of a Sanitary Inspector and a Registrar of Vital Statistics and the designation by the Board of Health of a President and a Secretary.
The Borough Attorney shall be appointed by the Mayor and Council for the term of one year from the first day of January of the year of his appointment and until his successor has been appointed and qualified. He shall be an attorney at law of New Jersey but need not be a resident of the Borough.
A. 
The Attorney shall have such powers and perform such duties as are provided for his office by general law or the ordinances of the Borough of Prospect Park. He shall represent the Borough in all judicial and administrative proceedings in which the municipality may be a party or have an interest, and shall, at the direction of the governing body, represent its elected and appointed officers, departments and agencies in judicial and administrative proceedings in which they shall be a party or have an interest. He shall give all legal counsel and advice where required by the Council or any member thereof and shall, in general, serve as the legal adviser to the Council on all matters of Borough business. In furtherance of such general powers and duties, but without limitation thereto, the Borough Attorney shall:
(1) 
Draft or approve as to form and sufficiency all legal documents, contracts, deeds, ordinances and resolutions made, executed or adopted by or on behalf of the municipality.
(2) 
With the approval of the Council, conduct such appeals from orders, decisions or judgments affecting any interest of the Borough as he may in his discretion determine to be necessary or desirable or as directed by Council.
(3) 
Subject to the approval of the Council, have power to enter into any agreement, compromise or settlement of any litigation in which the Borough is involved.
(4) 
Render opinions in writing or verbally upon any question of law submitted to him by the Council or any member thereof with respect to their official powers and duties, and perform such duties as may be necessary to provide legal counsel to the Council and Mayor in the administration of municipal affairs.
(5) 
Supervise and direct the work of such additional attorneys and technical and professional assistants as the Council may authorize for special or regular employment in or for the municipality.
B. 
Duties and compensation.
(1) 
The following duties of the Borough Attorney shall be covered by his annual retainer:
(a) 
Attendance at all public meetings of the governing body.
(b) 
Preparation of all resolutions.
(c) 
Preparation of all ordinances and amendments to ordinances except those which, because of the introduction of some new concept or other reason, will require extra service.
(d) 
Preparation of contracts which relate to the services and purchases of municipal departments in the normal functions of the municipal body.
(e) 
Rendering of legal opinions to and consulting with the Mayor and Council and municipal department heads. Counsel would be available for such consultations and legal opinions on all inquiries by phone or by letter.
(2) 
All other services shall be on a fee basis as authorized by the Mayor and Council. All invoices for legal services shall be subject to Council approval.
All original copies of papers, documents, memoranda, reports and all other materials relating to the administration of the legal duties of the Attorney shall be and remain the property of the Borough. Upon the termination of his services with the Borough, the Attorney shall forthwith surrender to any successor all such property at no cost, together with a written consent to the substitution of any successor in all legal actions and proceedings then pending to which the Borough is a party.
The Borough Council shall from time to time, by resolution, designate a bonded official of the municipality to make examinations of its records as to unpaid municipal liens and to certify the results thereof. Said official, designated the "Tax Search Officer," shall thereafter be vested with the power to make official certificates of searches for municipal liens. The official designated as the Tax Search Officer shall continue in that capacity until a new resolution is passed by the Borough Council designating a replacement, and no official other than the Tax Search Officer shall make any official certificate of municipal lien searches.
A physician shall be appointed by the Mayor with the consent of the Borough Council, to be known as the "Police Physician." He shall examine all members of the police force and appointees to the force whenever required by the Police Committee and shall report in writing the result of such examinations, with his opinion as to the physical fitness for police work of the person examined. He shall be called whenever the services of a physician are required by the Police Department. Compensation of the Police Physician shall be fixed by the Borough Council. The Mayor may also appoint, with consent of the Borough Council, an alternate Police Physician.

A. 
The position of Chief Financial Officer is hereby created pursuant N.J.S.A. 40A:9-140.10.
B. 
Compensation for the Chief Financial Officer shall be determined on an annual basis by the Borough Council and established by ordinance.
C. 
The Chief Financial Officer need not be a resident of the Borough of Prospect Park.
D. 
The Chief Financial Officer shall be a certified municipal finance officer in accordance with the statutes of the State of New Jersey.
E. 
The Chief Financial Officer shall not have any interest, directly or indirectly, in any contract, subcontract, job for work, materials for services or the profit thereof to be furnished to or performed for the Borough of Prospect Park.
F. 
The Chief Financial Officer shall be generally responsible for the fiscal administration of the Borough, subject to the rules and regulations of the New Jersey Division of Local Government Services.
G. 
The Chief Financial Officer shall collect all necessary data and assist in the preparation a proposed budget for consideration by the Mayor and Council, annually, after obtaining requests for appropriations from all departments of the Borough and consulting with all department heads. The Chief Financial Officer shall, in consultation with the Borough Auditor, prepare the temporary budget and the annual operating and capital budgets and submit them to the Mayor and Council.
H. 
The Chief Financial Officer shall supervise the disbursement of all Borough funds and approve all vouchers and bills before submitting same to the Mayor and Council for final approval.
I. 
The Chief Financial Officer shall act as the Borough's purchasing agent.
J. 
In the event that the Borough of Prospect Park authorizes and enters into a shared services agreement for the provision, or receipt, of services with a public entity, wherein the Borough Administrator is unable to oversee and/or manage said services and/or agreement, the Chief Financial Officer shall oversee and manage the services provided or received and the shared services agreement and shall report same directly to the Mayor and Council relating to same.
K. 
The Chief Financial Officer shall perform such other duties as may be required by law and/or at the direction of the Mayor and/or Council.

A. 
The Director of Recreation oversees the Advisory Board of Recreation and its programs, searching for grants to initiate new programs and developing means of communication between local government, residents and board members. The Director of Recreation shall also create and implement events for the residents of Prospect Park to encompass all age groups, including educational events, family picnics, carnivals, senior activities, veterans events and volunteer programs. The Director of Recreation shall also work with all existing organizations as a liaison to the office of the Mayor, Borough Council and its administration, act as an advisor to organizations that ask for assistance in planning programs, and help identify grants, sponsorships and other sources of funding for events. The Recreation Director shall make all decisions regarding same, subject only to approval of the Council. The Recreation Director shall have the power to adopt rules, regulations and bylaws for the proper conduct of the duties of the Advisory Board of Recreation. The Recreation Director shall annually submit a budget for the expenses of the Recreation Department to the Mayor and Council for approval. The Recreation Director shall periodically make full and complete reports to the Mayor and Council of the Borough of Prospect Park, the timing of which, shall be determined by the Mayor and Council. The Recreation Director shall supervise, control, and approve all recreation programs and public entertainment activities sponsored by the Borough of Prospect Park and provide information to the Mayor and Council through the appropriate committee regarding the condition and use of any public recreation areas in the Borough of Prospect Park. In the event that a dispute arises between the Director and/or the Advisory Committee relating to the institution or approval of a recreation program and/or activity, said dispute shall be submitted to the members of the Borough Council Recreation Committee to approve or disapprove the recreation program and/or activity by a majority vote.
B. 
The Recreation Director shall be appointed by the Mayor with the advice and consent of the Council. The term of the Recreation Director shall be one year from January 1 of the year in which he/she is appointed and until December 31 of the year of the appointment. However, the Mayor with the consent of the Council may determine to appoint a Director of Recreation to an initial probationary sixty-day term, after the expiration of which, the Mayor and Council shall determine to appoint or not to appoint the individual to continue as Recreation Director for the remainder of the term expiring on December 31. In the event that the Mayor and Council fail to appoint a Recreation Director at its annual organization meeting or thereafter, for any reason whatsoever, the position shall be deemed vacant until such time an effective appointment is made. In the event of a vacancy in the position of Recreation Director, the duties, functions and responsibilities of the Recreation Director shall be performed by the Borough Council Recreation Committee until such time the position is filled.[1]

A. 
Office; appointment; term; compensation; and removal. Pursuant to N.J.S.A. 40A:60-7 and 40A:9-136, there is hereby ratified and created the office of Borough Administrator. The Borough Administrator shall be appointed by the Mayor, with the advice and consent of the Council, for an indefinite term. The Borough Administrator shall receive as salary such sums as may be fixed and adopted by the Borough Council in the Annual Salary Ordinance. The Borough Administrator may be removed by a two-thirds vote of the Borough Council. The resolution of removal shall become effective three months after its adoption by the Council. The Council may provide that the resolution shall have immediate effect; provided, however, that the Council shall cause to be paid to the Borough Administrator forthwith any unpaid balance of his salary and his salary for the next three calendar months following adoption of the resolution.
B. 
Qualifications; residency. The Borough Administrator shall be chosen on the basis of his/her executive and administrative abilities and qualifications with special regard as to education, training and experience in governmental affairs. The Borough Administrator need not be a resident of the Borough of Prospect Park.
C. 
Duties and responsibilities. The Borough Administrator shall, under the supervision and control of the Mayor and/or Council, to the extent not prohibited by law, have the following duties and responsibilities:
(1) 
Serve as the chief administrative officer of the Borough.
(2) 
Shall make assessments of municipal programs and operations reporting to the Mayor and Council on his/her findings, setting forth a remediation action plan if necessary or required changes in Borough ordinances and procedures.
(3) 
Shall develop rules and regulations for administrative procedures governing purchasing practices, operation of all departments, personnel management and general coordination of departments, offices, boards and agencies of the Borough, all for the purpose of increasing the effectiveness and efficiency of the Borough government and promoting its economic operation.
(4) 
Supervise all personnel of the Borough through the respective department heads unless otherwise provided for by law or direction of the Mayor and/or Council. The Administrator shall not engage in any other occupation or employment while employed by the Borough except as assigned and/or permitted by the Mayor and Council or authorized by way of a shared services agreement.
(5) 
Shall integrate and coordinate the functions of all departments, boards, agencies, offices, officials and employees of the Borough and shall maintain liaison with other agencies, authorities and commissions.
(6) 
Advise the Mayor and Borough Council on all matters of administration, organization and personnel and assign office personnel to the performance of various duties in various departments and study, recommend, implement and enforce personnel organization and policy of the Borough.
(7) 
Attend all meetings of the Mayor and Council unless excused.
(8) 
Preparation of agendas for and arrange meetings and conferences of the Mayor and Council members and other committees of the Borough, when so requested by the Mayor and/or Council.
(9) 
Execute all laws and ordinances of the Borough, subject to the direction of the Mayor and Council.
(10) 
Recommend to the Mayor and Council the appointment and/or removal of any employee, subject to Mayor and Council approval, for whose selection no other method is provided by law.
(11) 
Make recommendations concerning the nature and location of Borough improvements as determined by Mayor and Council.
(12) 
Recommend to the Mayor and Council for adoption such measures as he/she may deem necessary or expedient to increase the efficiency of the Borough.
(13) 
Represent the Borough in its relation to the federal government, state, county and other municipalities and assess the Borough's interest in contracts, franchises and other business transactions.
(14) 
Shall be responsible, in consultation with the Borough's consultant, for researching, initiating action for, applying for and supervising the implementation of funding grants from various sources for the improvement and development of Borough capital projects and needs as well as for services to the Borough and its residents.
(15) 
Make reports to the Mayor and Council, including a monthly report, and at the close of the year make an annual report of Borough governmental activities.
(16) 
Investigate the affairs of any officer or department of the Borough.
(17) 
Receive and reply to inquiries and complaints concerning Borough business and provide information and assistance in respect thereto.
(18) 
Recommend to the Mayor and Council, and establish subject to the appropriate approvals, and maintain sound personnel practices and maintain appropriate records of all employees.
(19) 
Carry out all policies and procedures as established by the Mayor and Council.
(20) 
The Administrator shall prepare and have custody of all municipal records not required by law to be kept by another officer of the Borough and establish and keep up to date a coordinated filing system for all Borough departments, offices, boards and agencies.
(21) 
The Administrator shall study, recommend, implement and enforce procedures and policy of the Borough and its departments for receipt, dissemination and collation of and responses to communications and requests for information after consultation with department heads and receive, distribute and follow up requests for information and complaints from citizens and keep the Mayor and Council fully informed on such matters.
(22) 
The Administrator shall keep the Mayor and Council currently informed on all matters within his/her jurisdiction by submitting such reports as the Administrator deems advisable or as requested by the Mayor and/or Council and prepare and present to the Mayor and/or Council an annual report on Borough matters and such other reports as from time to time the Mayor and/or Council may require.
(23) 
In the event that the Borough of Prospect Park authorizes and enters into a shared agreement for the provision, or receipt, of services with a public entity, the Borough Administrator shall refrain from any and all action which would be in violation of the New Jersey Government Ethics Law, N.J.S.A. 40A:9-22.1 et seq.
(24) 
Perform such other duties as may be required by ordinance or resolution by the Mayor and Council.

The Deputy Borough Administrator shall receive as salary such sums as may be fixed and adopted by the Borough Council by way of resolution and in the Annual Salary Ordinance.
B. 
Qualifications; residency. The Deputy Borough Administrator shall be chosen on the basis of his/her executive and administrative abilities and qualifications with special regard as to education, training and experience in governmental affairs. The Deputy Borough Administrator need not be a resident of the Borough of Prospect Park.
C. 
The Deputy Borough Administrator is a confidential position. It is responsible for providing assistance to the Borough Administrator with respect to representation at meetings, assisting with project research, assisting with personnel matters, the implementation of Borough and employee programs, assisting with grant writing, etc. Due to the sensitive and complex nature of this position, the Deputy Borough Administrator must maintain complete confidentiality with all matters that come to the attention of Administration. The primary duties and responsibilities include, but are not limited to, the following:
(1) 
Representation at meetings as directed by the Borough Administrator, Mayor and/or Council;
(2) 
At the direction of the Borough Administrator, Mayor and/or Council, formulating and/or implementing special projects within or for the Borough of Prospect Park;
(3) 
Preparation of correspondence/email at the direction of and after consultation with the Borough Administrator, including, but not limited to:
(a) 
Borough employees and/or volunteers;
(b) 
Consultants, utilities and/or outside contractors;
(c) 
Prospect Park residents and/or businesses;
(d) 
Project updates to the Mayor and/or Council.
(4) 
At the direction of the Borough Administrator, coordination of Borough departments and offices, the Land Use Board, the Board of Health and advisory boards of the Borough;
(5) 
At the direction of the Borough Administrator, coordination and assistance with the duties and responsibilities of the office of Borough Clerk;
(6) 
Other duties and clerical assignments as assigned by the Borough Administrator;
(7) 
At the written direction of the Mayor, assume all of the duties and responsibilities of Borough Administrator in his/her absence, incapacity or vacancy in the office of Borough Administrator;
(8) 
Perform such other duties as may be required by directive or resolution by the Mayor and/or Council.

A.

Pursuant to N.J.S.A. 40A:60-6, there is hereby created the position of Parking/Business Coordinator within the Borough of Prospect Park. The Parking/Business Coordinator shall be appointed by the Mayor, with the advice and consent of the Council, for a term of one year commencing January 1 and expiring on December 31 annually. However, the Parking/Business Coordinator shall hold office at the pleasure of the Mayor and Council, subject to removal at any time without cause by the Mayor with a majority vote of the Council confirming said removal. The Parking/Business Coordinator shall report to the Borough Administrator.
(2) 
In the event that the position of is not filled by the Mayor and Council, it shall remain vacant. The Parking/Business Coordinator shall receive as salary such sums as may be fixed and adopted by the Borough Council by way of resolution and in the Annual Salary Ordinance.
B. 
Qualifications; residency. The Parking/Business Coordinator shall be chosen on the basis of his/her executive, administrative abilities and qualifications with special regard as to education, training and experience. The Parking/Business Coordinator need not be a resident of the Borough of Prospect Park.
C. 
Duties and responsibilities. The Parking/Business Coordinator shall coordinate all aspect of parking within the Borough of Prospect Park with the Borough residents and businesses. The Parking/Business Coordinator shall manage both residential and business parking within Prospect Park. The Parking/Business Coordinator shall review all parking needs of the residents and businesses of the Borough and make recommendations to the Mayor and Council relating to parking-related issues. The Parking/Business Coordinator shall also assess the general needs of the business community and make recommendations to the Mayor and Council on addressing the businesses' needs and the promotion of economic development within the Borough. The duties and responsibilities of the Parking/Business Coordinator shall include, but not be limited to, the following:
(1) 
Develop and submit to the Borough Administrator, Mayor and Council and, upon approval, implement and manage a residential permit and metered parking program throughout the Borough;
(2) 
Coordinate parking for Borough-sponsored special events and other major public events, assessing and ensuring parking is sufficient and is regulated according to the needs of the Borough and its invitees;
(3) 
At the direction of the Borough Administrator, review applications for special events, or for the use of the Borough facilities and fields, and recommend and report to the Borough Administrator on the sufficiency of parking for said events;
(4) 
Accept, review, report on, and coordinate with the Borough Clerk, Borough Administrator and the Police Department all applications for handicapped parking, as well as requests from Borough businesses for loading and time limit parking;
(5) 
Coordinate with the Department of Public Works the necessary signage, flags, barricades, maps or passes needed for any parking purposes or events;
(6) 
Coordinate the production of a Borough parking map and periodically recommend any needed changes or updates in the map;
(7) 
Upon the direction of the Borough Administrator, review and respond, in writing, as approved by the Borough Administrator, to requests for information or maps and/or parking complaints and follow up on problems or issues raised regarding parking;
(8) 
Annually review all existing handicapped designated parking to ensure the need continues to exist for such designation and spaces;
(9) 
Serve as the liaison between the Borough and the general public and serve as point of contact for parking issues in order to maintain safety and minimize public impact;

Develop and maintain contacts with the Borough of Prospect Park businesses to determine how the Borough is meeting the needs of the business community and what measures can be taken by the Borough to assist in economic development and the businesses' needs;
(11) 
Develop a plan to assist current businesses and to attract new businesses to Prospect Park (new development/ratables under current zoning and planning standards) for the Borough Administrator's review and Mayor and Council consideration;
(12) 
Coordinate, assemble, disseminate and respond to the needs of business information about the Borough's policies, rules, regulations and ordinances;
(13) 
Coordinate with businesses on how to navigate through the Building, Zoning, Planning, Engineering and Health Departments, along with Fire Safety, the Land Use Board;
(14) 
Research, identify, and, with approval by the Borough Administrator, Mayor and Council, seek and obtain sources of federal, state and county funding for economic development through grants, incentives, loans and stimulus programs;
(15) 
Assemble and keep records of commercial properties for sale/lease for potential new businesses or current businesses to relocate/expand within Borough of Prospect Park;
(16) 
Serve as the liaison between the Borough and current and potential businesses of the Borough;
(17) 
Prepare weekly reports to the Borough Administrator of all activities undertaken along with any proposed recommendations to be presented to the Mayor and Council relating to parking, business relations and development;
(18) 
Prepare monthly report to be reviewed by the Borough Administrator to be submitted to the Mayor and Council relating to parking, business relations and development;
(19) 
Appearance at public meetings as directed by the Borough Administrator, Mayor and/or Council;
(20) 
Other duties and assignments as assigned by the Borough Administrator, Mayor, and/or Council relating to parking, economic development and/or business development and relations.

There shall be such other appointive officers as the Council may deem necessary. Such other positions shall be established by ordinance, and such officer shall be appointed by the Mayor with the advice and consent of the Council. Terms shall be one year and until their successors have been appointed and qualified.
