As used in this chapter, the following terms shall have the meanings indicated:
MOTOR VEHICLE
Defined in accordance with the definition set forth in Title 39 of the New Jersey statutes.
REPAIRS
Work performed or to be performed upon any vehicle, including but not limited to motors, ignition system, transmissions, drive or electrical systems, or body or fender work.
No motor vehicle of any type whatsoever shall be repaired on any public streets or public highways located within the Borough, except for emergency repairs, which emergency repair work shall be limited solely to that required in order to remove any such vehicle from the public street or public highway.
A. 
The foregoing shall apply with full force and effect as to any person permitting or performing repairs, whether they are the owner of the vehicle, or a person or persons having custody of said vehicle, or any person or persons performing the repairs.
B. 
Any person who violates any provision of this chapter shall, upon conviction thereof, be liable to the provisions stated in Chapter 1, Article II, General Penalty.
