There is hereby established a Centennial Commission for the purpose of coordinating commemorative activities within the Borough of Prospect Park, County of Passaic and State of New Jersey, to be known as the "Prospect Park Centennial Commission."
A. 
The Commission during the calendar year 1998 shall consist of not less than seven nor more than 11 members, all of whom shall be appointed by the Mayor.
B. 
The Commission during the period January 1, 1999, through December 31, 2001, shall consist of not less than 11 nor more than 15 members, all of whom shall be appointed by the Mayor with advice and consent of the Council.
C. 
All members of the Commission shall serve without compensation but shall, within the limits of available funds, be entitled to reimbursement for expenses incurred in the performance of their duties.
D. 
No less than one member of the Commission shall be a member of the Borough Council.
E. 
Each Commissioner shall hold office until December 31, 2001.
F. 
In addition to the members of the Centennial Commission, the Mayor, with the advice and consent of the Council, shall have the right to appoint Honorary Centennial Commissioners at any time and who will be so honored until December 31, 2001.
The Prospect Park Centennial Commission shall have the following powers and duties.
A. 
To recommend to the Borough Council of the Borough of Prospect Park any additional legislation the Commission determines is essential to the furtherance of the centennial celebration within the Borough of Prospect Park.
B. 
To plan, promote and coordinate the commemorative programs and activities sponsored and supported by service organizations within the Borough of Prospect Park.
C. 
To assist and coordinate the overall Borough-wide commemorative programs developed by local, state, civic, veteran, historical and other organizations.
D. 
To plan and arrange for an inventory of the sites, artifacts, buildings, arts, monuments, structures and other items and evidence appropriate for presentation and preservation, restoration and development in commemoration of the Borough's centennial celebration and to ensure that fitting observances, programs and exhibitions thereof are held during the centennial celebration.
E. 
To assist and encourage the preparation and publication of literary works relating to the Borough's centennial celebration.
F. 
To develop appropriate expressions of observance of the centennial, including but not limited to the determination of objectives, scheduling of events, planning of special public works, authorization of commemorative souvenirs and overall coordination of the public observance and commemoration of the celebration of the Borough of Prospect Park.
The Commission shall establish a regular schedule of meetings and hearings to solicit and receive recommendations for its programs and activities.
The Borough Council of the Borough of Prospect Park may appropriate funds for the expenses incurred by the Prospect Park Borough Centennial Commission, which may include the appointment of clerks and other employees as the Commission may from time to time require, subject to the limit of funds appropriated to the Commission.
The Borough of Prospect Park shall accept bequests, legacies and gifts made to it pursuant to N.J.S.A. 40A:5-29 for use by the Prospect Park Centennial Commission, and make such funds available to the Commission.
The Commission shall keep records of its meetings and activities and shall make quarterly reports to the Mayor and Borough Council of the Borough of Prospect Park.
