It shall be unlawful for any person over the age of 18 to assist, aid, abet, allow, permit, suffer or encourage a student to register or enroll in the Borough of Prospect Park School District where the student is ineligible to attend.
It shall be unlawful for any person over the age of 18 to knowingly permit his or her name, address, or other residence designating documentation to be utilized in the registration or enrollment of any nonresident student in the Borough of Prospect Park School District.
A. 
Any person violating or failing to comply with the provisions of this chapter shall, upon conviction thereof, be sentenced to make restitution to the Borough pursuant to N.J.S.A. 18A:38-1 et seq. and to pay a fine of not more than $1,250 and not less than $500. Any person reporting a violation of the within chapter shall receive a reward of $200 upon the conviction of a violation of the chapter and collection of the penalty by the Borough. Only one person shall be eligible for the reward per conviction. Eligibility for the reward shall be based upon the date and time of the reporting and the amount of information provided and utilized in obtaining the conviction of the offender. However, under no circumstance shall a Borough or Board of Education employee, member or official be eligible for said reward. The payment of the funds for the reward shall be taken out of the funds received for the penalty for violations of the within chapter.
B. 
In determining the amount of restitution, the court shall include the amounts incurred by the Borough of Prospect Park Board of Education, including but not limited to tuition costs, investigation expenses and attorneys fees.
Restitution ordered by the Borough of Prospect Park Municipal Court or any other appropriate authority shall be converted into a lien against the property of the offending party.
