No sign or other objects shall be allowed to project into or over any public street or highway, nor shall any stand or other object be placed on any street or highway or any part thereof, within the limits of the Borough of Prospect Park, for the sale and distribution of merchandise or other articles, without a permit having been first obtained therefor from the Mayor and Council of the Borough of Prospect Park.
Any person, firm or corporation desiring to erect, place or maintain any such sign, other object or stand, before doing so, shall file an application for a permit therefor with the Clerk of the Borough of Prospect Park, which permit shall show the name and address of the applicant and the owner of the property where such sign, object or stand is to be placed or maintained, a sketch showing in detail the size and kind of such sign, object or stand and the manner in which it will be erected, placed or maintained. The Mayor and Council shall then within a reasonable time pass upon such application. In case the application is granted, a fee of $1 shall be paid for a permit therefor.
All permits shall be subject to revocation, modification or change at all times by the Mayor and Council for good cause, by a 2/3 vote thereof.
This Article shall apply to signs or other objects or street stands for the sale and distribution of merchandise or other articles now being maintained as aforesaid.

Each and every person, firm or corporation violating any of the provisions of this article shall, upon conviction thereof, be liable to the provisions stated in Chapter 1, Article II, General Penalty.
