Every owner, occupant or person in charge of the whole or any part of any house, building or lot in the Borough of Prospect Park shall remove all snow and ice from a space at least four feet wide, as a path for pedestrians, along the whole of the sidewalk in front of, and as to property on a corner, then also alongside of, his said house, building or lot within 12 daylight hours after said snow has ceased falling thereon.
In removing snow or ice from the sidewalks, no person shall throw or cause to be thrown any snow or ice into the road.
In case any snow or ice shall be congealed so that it cannot be removed without injury to the pavement, the owner, occupant or person having charge of the whole or any part of any house or building, vacant lot or lots shall immediately when the same shall have become congealed cause the sidewalk in front of, and as to property on a corner, then also alongside of, such house, building, vacant lot or lots to be strewn with ashes or sand.

In the event that such snow or ice is not removed from sidewalks or they are not made safe by the use of sand or ashes within the time provided herein, the snow or ice shall be removed or the sidewalks shall be made safe forthwith under the direction of the Street Foreman, and the approximate cost of labor and materials shall be certified by the Street Foreman to the governing body. If such charges are found to be correct by the governing body, the cost shall be charged against the owner of the property abutting said sidewalks and the amount so charged shall forthwith become a lien and a tax upon such real estate or land and be added to, recorded and collected in the same way and manner as the taxes next to be levied and assessed upon such premises. The imposition and collection of a fine or fines resulting from a violation hereunder shall not constitute a bar to the right of the Borough of Prospect Park to also collect the cost of removal of snow as herein provided.

Any person violating any of the provisions of this article shall, upon conviction, be liable to the provisions stated in Chapter 1, Article II, General Penalty.
