The purposes of the C High-Density Residence District are to permit townhouse and apartment house development in accordance with the objectives, policies and proposals of the Comprehensive Plan; to provide for higher densities in selected areas capable of accepting the increased density without overburdening services; and to present an attractive and safe addition to residential development patterns in the Borough.
A. 
Permitted principal uses. In the C High-Density Residence District, land, buildings or premises shall be used by right only for one or more of the following:
(1) 
Townhouses or row houses; and
(2) 
Garden-type apartment houses.
B. 
Accessory uses. The following uses may be permitted as accessory uses incidental to permitted principal uses:
(1) 
Parking areas and private garages in conformity with Article XIV;
(2) 
Laundry, provided that it is for the exclusive use of residents of the site; and
(3) 
Recreation facilities, provided that they are for the exclusive use of residents of the site and their guests.
A. 
Townhouses or row houses.
(1) 
Tract area. The tract area for townhouse or row house development shall be not less than two acres.
(2) 
Density. The number of townhouse or row house units shall not exceed eight units per acre.
(3) 
Attached units. The number of attached units shall not exceed eight units in a row.
(4) 
Building area. Building coverage shall not exceed 25% of the lot area.
(5) 
Front yards. No building shall be closer than 25 feet from any street line, and no building shall be less than 10 feet from any parking space or bay.
(6) 
Side yards. Each end building of a cluster of townhouses shall have a minimum side yard of 15 feet.
(7) 
Rear yards. There shall be a rear yard, the depth of which shall be at least 20 feet.
(8) 
Height regulations. No building shall be more than three stories or 35 feet in height.
(9) 
Off-street parking. Parking requirements for townhouse development shall be subject to Article XIV.
(10) 
Buffer area. A planted landscape area of at least 20 feet in width shall be provided along all exterior property lines adjacent to nonresidential uses.
B. 
Garden-type apartment houses.
(1) 
Tract area. The tract area for garden-type apartment houses shall be not less than five acres in size and shall have a width at the street line of not less than 200 feet.
(2) 
Density. The number of apartment house units shall not exceed 15 units per acre.
(3) 
Building area. Building coverage shall not exceed 25% of the tract area.
(4) 
Front yards. There shall be a front yard of not less than 40 feet.
(5) 
Side yards. There shall be a side yard of not less than 30 feet.
(6) 
Rear yards. There shall be a rear yard of not less than 30 feet.
(7) 
Inner courtyards. Whenever an apartment house building faces on a rectangular inner court, the width of the court shall be not less than the height of the building.
(8) 
Height regulations. The maximum height of an apartment house shall be 35 feet.
(9) 
Building length. In no case shall a wall of any one apartment house exceed 100 feet in length.
(10) 
Off-street parking. Parking requirements for apartment house developments shall be subject to Article XIV.
(11) 
Buffer area. A planted landscape area of at least 20 feet in width shall be provided along all exterior property lines.
(12) 
Refuse collection. Refuse collection centers shall be accessible to the street system, provided that they are screened from adjoining property and public view by a wall, fence or hedge and are for the exclusive use of residents of the site.
Signs shall be permitted in accordance with Article XIII.
