A. 
No plumbing, except minor repairs as herein defined, shall be installed, altered, renewed, replaced or repaired unless a permit has been first obtained from the Plumbing Inspector. The permit shall be posted on the job in a conspicuous place.
B. 
No permit shall be issued unless:
(1) 
A plumber files plans, which may include engineering plans and specifications for the work with the Plumbing Inspector and unless said plans satisfy the requirements of this Plumbing Code.
(2) 
The applicant pays the required fee.
C. 
Permits shall remain in force for six months from the date of issuance, unless sooner revoked as herein provided, or extended by the Plumbing Inspector, after obtaining the approval of Borough Council, upon reasonable cause shown.
D. 
All permits shall be conditioned upon continued compliance with this code and all applicable state, county and local laws, enactments, ordinances and regulations.
E. 
A homeowner may install or remove a plumbing fixture from an existing supply or discharge line. All other plumbing work, including rough-in plumbing work must be performed by a registered master plumber.
A. 
The Plumbing Inspector may revoke any permit granted when:
(1) 
Any plumbing work for which the permit was granted is done in violation of the regulations or the plans and specifications therefor;
(2) 
Any plumbing work for which the permit was granted fails to pass any inspection or test conducted by the Plumbing Inspector and/or Health Inspector; or
(3) 
Any condition thereof has been violated.
B. 
Whenever the Plumbing Inspector determines that grounds exist for the revocation of any permit granted, he or she shall serve written notice upon the holder of the permit, stating the nature of the violation and allowing 10 days' time within which compliance with all the requirements of such permit may be achieved. The notice may also describe a course of remedial action.
C. 
If, at the expiration of the time afforded for compliance, the violation has not been corrected, the Plumbing Inspector may revoke the permit forthwith.
D. 
Revocation of a permit shall become effective immediately.
A. 
Any person aggrieved by the issuance, transfer, renewal, refusal, suspension, revocation or cancellation of any license or by any notice, order or action of the Plumbing Inspector may appeal to the Parkside Borough Council within 10 days after being given notice of the decision, action or order of the Plumbing Inspector, by letter sent by certified mail addressed to the Parkside Borough Secretary, stating the reasons for appeal of the Plumbing Inspector's decision. The person aggrieved shall present himself or herself at the next regularly scheduled meeting of the Parkside Borough Council to discuss his or her appeal with Borough Council and to receive the decision of Borough Council.
B. 
While an appeal is pending, compliance with the decision, notice or action shall not be required unless the Plumbing Inspector finds and certifies, in writing, that the violation is willful or that immediate compliance is necessary to protect the public safety.
C. 
The Parkside Borough Council may affirm, modify, reverse, vacate or revoke the decision, notice or action from which an appeal is taken.
A. 
All new plumbing work and such portions of existing systems as may be affected by new work or any changes shall be inspected within six months from the date of filing plans with the Plumbing Inspector, unless permission for an extension of time is requested in writing by the plumber and granted by the Plumbing Inspector, to ensure compliance with the provisions of this code and, where drawings form part of the permit, to verify that the installation and construction of the system are in accordance with the approved drawings.
B. 
No test or inspection shall be required:
(1) 
Where a plumbing system or part thereof is set up for exhibition purposes, is not used for toilet purposes and is not directly connected to a water supply or sewerage system; or
(2) 
For repairs included in the definition of "minor repairs" in § 131-1A.
C. 
An inspection shall be required for all work for which a permit is required by the provisions of this code, and tests shall be required for all new installations of plumbing systems and whenever new, relocated or replacement stacks, interior leaders, building drains or parts thereof are installed or major horizontal branches or branch vents are connected thereto.
A. 
Advance notice. It shall be the duty of the plumber to give at least 48 hours' advance notice to the Plumbing Inspector when plumbing work is ready for test or inspection. No work shall be covered or concealed without authorization from the Plumbing Inspector or other inspector as designated by Borough Council, from time to time, as the need arises.
B. 
Plumber's responsibility. It shall be the duty of the plumber to ascertain that the work will stand the prescribed test before giving the above notification.
C. 
Retesting and reinspection. If the Plumbing Inspector finds that the work does not pass the test or inspection, the plumber shall be required to make the necessary corrections, and the work shall then be resubmitted for test or inspection.
The equipment, material, power and labor necessary for the inspection and test shall be furnished by the plumber. Each soil stack, waste stack and rain leader shall be provided with a test fitting, and when of the type having an iron-pipe-size screw opening, such openings may be used as a cleanout when installed in accordance with § 131-30A. An outside sheet metal rain leader shall not be subject to the requirements of this section.
Upon the satisfactory completion and final test of the plumbing system, the Plumbing Inspector shall issue a certificate of approval to the plumber for delivery to the owner when so requested in writing by either the owner or the plumber.
Where there is reason to believe that the drainage and vent system of any building has become unsanitary or defective, such drainage and vent system shall be subject to a smoke or peppermint test if ordered by the Plumbing Inspector.
The using of drainage and vent systems shall be tested with water or air as hereinafter specified, when inspection is required by § 131-117. Water tests shall not be used in freezing weather. Cleanouts or plugs shall be removed and traps unsealed, if requested by the Plumbing Inspector to ascertain whether the test medium has reached all parts of the system. After the plumbing fixtures have been set and their traps filled with water, the entire drainage system shall be submitted to final inspection.
A. 
The water test may be applied to the drainage and vent system in its entirety or in sections. If tested in sections, not more than 30 feet in height on any one system shall be tested at one time. If applied to the entire system, all openings in the piping shall be tightly closed, except the highest opening, and the system filled with water to the point of overflow. If the system is tested in sections, each opening shall be tightly plugged except the highest opening of the section under test, and each section shall be filled with water, but no section, except the house drain and its connected yard and area drains, shall be tested with less than a ten-foot head of water. In testing successive sections above the house drain, at least the upper 10 feet of the next preceding section shall be retested so that no joint or pipe in the building, except the house drain and the uppermost 10 feet of the system, shall have been submitted to a test of less than ten-foot head of water. The water shall be kept in the system, or in the portion under test, for at least 15 minutes before inspection starts; the system shall then be tight at all points.
B. 
The house drain and yard area drains, including all piping to a height of two feet above the highest point of the house drain, shall be tested separately. All traps, pipe fittings and joints shall be exposed to view when the test is made. Water shall be introduced into the system in the quantity deemed necessary by the Plumbing Inspector. To be approved, the flow of water through the system shall be unobstructed, and there shall be no leakage through any pipe, joint, trap or fitting.
A. 
The air test shall be made by attaching an air compressor or testing apparatus to any suitable opening and after closing all other inlets to the system, forcing air into the system until there is a uniform gauge pressure of five pounds per square inch, or sufficient to balance a column of mercury 10 inches in height. This pressure shall be held without the introduction of additional air for a period of at least 15 minutes. A spring gauge shall not be used in place of an open mercury column, and wooden plugs shall not be used to close openings.
B. 
The Plumbing Inspector may require that the entire system be filled with dense pungent smoke and the roof openings emit smoke before such openings are closed and the air pressure applied.
Upon the completion of a section or of an entire water supply system, it shall be tested and proved tight under a water pressure not less than the working pressure under which it is to be used. The water supply used for test shall be obtained from the normal source of supply.
After tests have been made and approved by the Plumbing Inspector, drain, vent and water piping may be insulated, coated or painted, but no covering shall be applied until the tests have been made and approved.
