No vehicles of any description or
any kind, including motor vehicles, automobiles, trucks, motorcycles,
motor bikes, motor scooters, bicycles, or other vehicles of whatever
kind or nature shall be driven or operated within any of the public
parks in the City of Vandalia, or as otherwise excepted herein, except
upon the driveways in said parks provided for such traffic. Provided,
this shall not apply to City maintenance trucks, tractors or mowers
used in the maintenance of said public parks or to parking vehicles
in said parks immediately adjacent to any driveway therein.

No park facilities shall be used
for the washing of any vehicle of any kind or kinds, including motor
vehicles, automobiles, trucks, motorcycles, motor bikes, motor scooters,
bicycles, or other vehicles of whatsoever kind or nature, and no such
vehicle shall be washed in any public park within the City of Vandalia.

scooters, bicycles, or other vehicles of any kind whatsoever shall
be operated or driven upon the driveways of any of the public parks
in the City of Vandalia.

No person or persons shall injure,
deface, damage or destroy any building, recreational equipment, fence,
gates, signs, trees, ornamental boxes or shade trees, shrubberies,
lamp-posts, or any other property owned by the City of Vandalia located
in said public park in the City of Vandalia, for the use, convenience
and accommodation of the public.

All parks belonging to and/or leased
by the City of Vandalia shall be closed to the public at 11:00 P.M.
and shall remain closed to the public to the hour of 6:00 A.M. Any
person found within any park after said parks are closed shall be
guilty of an ordinance violation.

A. No person or persons shall willfully have
in his or her possession or consume any intoxicating beverages in
any public park in the City of Vandalia, and every person so convicted
thereof shall be adjudged guilty of an ordinance violation.
B. The Board of Aldermen may issue a temporary
permit to a bona fide organization wishing to establish a place in
a City park for the purpose of the sale of beer in a setting such
as a "beer garden" in conjunction with an approved community program
of events that is scheduled for at least six (6) days within the City
limits of Vandalia. If such "beer garden" permit is granted by the
Board of Aldermen it is understood that all beer is to be sold for
consumption within the bounds of the garden and shall not be taken
out of the said boundaries of the garden, which boundaries shall be
plainly and clearly marked by a fence or other method of indicating
the boundaries of said "beer garden." Any violation of this regulation
will be cause for revoking the permit and ending any permit to sell
beer within the garden.

A. The Weldon (Pete) Steiner Reservoir and
Lake is hereby provided for certain activities upon grounds owned
by the City of Vandalia and described as follows, to-wit:
1.
The northwest fourth (NW1/4) of the
southeast quarter (SE1/4) of Section twelve (12), in Township fifty-three
(53) north, of Range five (5) west of the fifth Principal Meridian,
in the County of Pike and State of Missouri.
2.
All of the southeast one-fourth (SE1/4)
of the southwest one-fourth (SW1/4) of Section twelve (12) in Township
fifty-three (53) north, of Range five (5) west; also the northeast
one-fourth (NE1/4) of the northwest one-fourth (NW1/4) of Section
thirteen (13), in Township fifty-three (53) north, of Range five (5)
west in the County of Pike and State of Missouri.
3.
All of a tract of land containing
forty (40) acres being part of the northwest fractional quarter of
Section nineteen (19), Township fifty-three (53) north, Range four
(4) west, described as follows, to-wit: beginning at the northwest
corner of the northwest fractional quarter of Section nineteen (19)
and thence south with the west line two thousand six hundred forty
(2,640) feet to a point; thence east a distance of six hundred sixty
(660) feet to a point; thence north two thousand six hundred forty
(2,640) feet; to a point being the northeast corner of this tract;
thence west a distance six hundred sixty (660) feet to the place of
beginning.

A. The above tracts of land are subjected
to the following regulations:
1.
Use of gasoline motors not to exceed
ten horsepower (10 H.P.)
2.
Use of certain area for camping and
picnic area. Area to be kept clean by users.
3.
Restricted area for picnics only.
4.
The load limit for the bridge on
the North South gravel road at the west edge of the reservoir is twelve
(12) tons.
5.
Employees of City or a contractor
performing work at the reservoir involving use of a boat must wear
life jackets.

A. The following activity is prohibited in
the above tracts of land:
1.
Swimming in lake or pond area.
4.
Cutting of any trees without permission.
5.
Any activity on the dam structure
or pumping area.
6.
Leaving boats at lake area overnight.
7.
Removal of any channel cat less than
twelve (12) inches long.
8.
The daily limit of channel cat shall
be two (2) in possession.
9.
Dumping any waste material of any
kind, in lake or on the grounds except in containers placed for said
purpose.
10.
No fires in any area except those
areas so designated for fire area.
